Aldermen approve voluntary annexation of Rolling Home Park

Owensville aldermen on Monday unanimously approved an ordinance annexing the 11.6-acre Rolling Home Park into Owensville city limits.

Local attorney Paul Schmanke had requested the voluntary annexation through a petition filed Jan. 21, 2021. Members of the city’s Planning and Zoning Commission earlier this year recommended to the Board of Aldermen he be granted the request with the stipulation he would be required to upgrade water lines throughout the park within one year. 

The ordinance (No. 1361) authorizing the voluntary annexation, approved 4-0 on May 17, also specifies the city will not take over maintenance of the roadways within the park. “The Petitioner (Schmanke Real Estate Holdings LLC) shall retain ownership and continue maintenance of streets within said real estate,” the ordinance reads. The park will be zoned “MH” for mobile home.

Schmanke attended a May 3 public hearing before the Board of Aldermen and addressed concerns expressed by a local landowner whose property adjoins the mobile home park’s entrance on South Second at Jackson. Schmanke pledged to continue ongoing legal efforts to evict squatters from rental trailers he owns or those living in units once owned, or rented, by family members or friends.

Since the May 3 hearing, no written opposition to the annexation request has been received by the city, according to language in the ordinance. In accordance with state statute, municipalities must wait 14 days between when the legally advertised public hearing is held and formal approval is made by ordinance.
