Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel, Southern District Commissioner Jerry Lairmore and Northern District Commissioner Larry Miskel at the Owensville City Hall beginning with Pledge of Allegiance.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated March 26, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 115297 through 115313. Commissioner Jim Holland seconded the motion. The motion passed by vote:

ROAD CONCERNS AND COMPLAINTS

Commission met at Drake with the road department first this morning and reported the discussion to Clerk Lietzow for the officials minutes: road department is busy with ongoing road maintenance, road graders are all out working, and Holzschuh and Frene Creek roads are being prepped for chip and seal.

Commissioner Lairmore was welcomed back to his first session in four weeks after having surgery and later complications, but he said he was feeling much better; also welcomed was Interim Sheriff Mark Williams who was thanked for stepping up into the position. He was also congratulated on his website posting for the department giving detailed easy‑to‑read and understand information as it relates to the health department’s stay‑at‑home order released on March 31 due to the coronavirus.

Commission approved bid specs prepared by road department for chip and seal of Frene Creek road 1.4 miles and Holzschuh road approximately 5017 ft.; Clerk Lietzow will prepare ad and send specs to vendors.

She also needed confirmation from the Commission that the BRO project on Valentine Ford road was still a project, because when she submitted to MoDOT for reimbursement, they had heard there might be a change in project, which is not correct.

Presiding Commissioner Miskel said Debbie Thomas at the road department had been looking for hand sanitizer to put in all the equipment, but was unable to find any; he had asked EMD Dan Dyer if he had a source to go to and he did not. Sheriff Williams said he had a source to go to for that and would get them some. In the meantime, if any employee finds some to buy, they can turn the receipt in for reimbursement. It was mentioned that local business Krooked Moon is making it, but not in large quantities.

Tommy Schneider was also in Commission meeting to pick up payment for the used bucket truck purchased from him for the road department; he will return with the title and lien release.

The following bids were opened last week at session and the road dept. has reviewed them all and made the following recommendations for acceptance:

Commissioner Jerry Lairmore made a motion to award all concrete bids as specified, award rebar bid to Becker Millwork, award herbicide spray bid to MFA Owensville. Commissioner Jim Holland seconded the motion. The motion passed by vote:

GENERAL DISCUSSION

Commission received for their approval from Shawn Schlottach, Collector, a request from Joseph J. Grassino, #58 Verdant View Manor Ct., Wentzville, MO 63385, for the over surplus in the amount of $5852.85 from the 2019 Land Tax Sale.

Treasurer Mike Feagan presented his monthly account balances and reviewed for Commission; there is a lot of uncertainty in the financial picture of Gasconade County due to the impact of the coronavirus. Owensville Mayor John Kamler stated that Walmart had enjoyed a significant boost in business during the last month but everyone knows other aspects of county business have shown a great decline. He said they were going to attempt their first city council meeting via ZOOM meeting option as they do have a public hearing to conduct; two of the alderman normally present for Commission meeting had ask to be conference called in, but since there wasn’t anything specific they needed to discuss, Commission did not make the call, as session was going to be brief. Presiding Commissioner Miskel had been contacted by Congressman Blaine Luetkemeyer’s office with some good news, that the CARES act, aka the stimulus package, does have some revenue set aside to help counties offset their loss of revenue during this time. He also mentioned the updated number of cases of coronavirus at 1581 statewide, with 18 deaths, and now Gasconade County has had the first case. He mentioned the Gasconade County Health Department issued a Stay-at-Home Order effective March 31 and he recommends it be followed and stated there should be no roadblocks from the state, county or cities.

Clerk Lietzow updated the Commission that the Missouri Supreme Court has suspended court proceedings until May 1; she also mentioned the health care team is meeting this afternoon with broker JWTerrill via speakerphone to keep moving on the health insurance renewal process.

Interim Sheriff Mark Williams had come to session today in hopes of briefly meeting in closed session to discuss personnel issues; Clerk Lietzow mentioned it was her mistake to not post this on the agenda as media members pointed out.
