Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Courthouse beginning with Pledge of Allegiance.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated Feb. 20, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 115091 through 115107. Commissioner Jim Holland seconded the motion. The motion passed by vote:

Larry Miskel (Yes).

ROAD CONCERNS AND COMPLAINTS

Commissioner Lairmore said the state bridge inspector will start work in the county on Monday; road department is finishing up this week with the bridgework needed on Republican road, where it had been undercut, before the inspection. He also said that after the inspection is complete, he has a couple projects they need to look at and that the road graders are all out working, but the brushcutter was in the shop being worked on again. Commissioner Holland has had a few calls, one being a MoDOT problem, not county; road department took care of a new culvert east of Hermann and are trying to do the best they can with the muddy roads.

Commissioner Lairmore announced the illegal dumpsite cleanup on Roethemeyer road has been cancelled for today and rescheduled for March 12. He also mentioned watching the results of LSC looking to expand their property by asking City of Owensville to close Old Springfield road, which is a turnaround place for county dump truck.

Commission was notified by River Cement Company that they applied to MoDNR for expansion of their permit to mine fireclay in Sections 10 and 15, Township 43N, Range 6W.

GENERAL DISCUSSION

Presiding Commissioner Miskel started with mentioning the big news of the week being the sale of the First Bank locations in the county, along with some others, to the First State Community Bank holdings, pointing out that Hermann now has only one locally owned bank. He also said he would be attending meeting this evening at MOCA in Richland and he will be part of the MRPC group meeting with federal representatives in Washington, D.C. on March 14‑17; he mentioned that Hermann is hosting a symposium this weekend recognizing black history month.

Treasurer Mike Feagan reported on his meeting with members of the Gasconade County Historical Society last Friday as they looked the building over and made some decisions about what areas they would like to use for the 200th anniversary gala March 28; since many members will not likely want to use the stairs to the second floor, the remodeling work starting during the preceding week should not interfere. They would like to use this commission room and the Associate Division courtroom directly across the hall as the food and drink locations so he was asking for permission; Clerk Lietzow said to ask Judge Ada Brehe‑Krueger’s office about their courtroom availability and regarding this room, Commission deferred to Clerk Lietzow who would be between elections in using this room and she agreed to make it work with some furniture re‑arrangements. Treasurer Feagan said the members will work the evening before on March 27 for decorating and will arrive earlier in the day on Saturday to finish; he agreed to meet them back here on Sunday to help cleanup, since it will likely be after 10 p.m. when the event is over. They asked if any of the posters that were taped to the walls in the hallway could be taken down for the event and then re‑hung afterward, but Commission noted that it might not look very good when removed if the paint peels off the wall. The members will bring all the tables and chairs they need and have scheduled the Wurstjaegers to perform; only 100 tickets are being sold at $25 each. Pat and Jack Wilson will be preparing the food, as they are former bed and breakfast owners; Mr. Wilson noticed a single old‑style heat radiator sitting in the hallway outside the newly remodeled office space and asked if the county was planning to dispose of that he would be interested; Commission did not want to do that unless they could confirm there were others being stored already in case they would be needed someday. Commission and Clerk Lietzow thanked Treasurer Feagan for taking on coordinating this event.

Clerk Lietzow reported that Callabyte had returned and finished the installation of internet service in the Courthouse; it is now up to county IT personnel to complete the transition. Since there is no IT department, the offices who will be meeting with AQM regarding the email address situation, will also talk to them about making this transition from Centurylink to Callabyte.

Presiding Commissioner Miskel thought that made the most sense and encourages offices to go with uniform addresses, hopefully ending in .org or .gov.

Before adjourning, Shawn Mayberry, who had sat in on session, introduced himself as a local law enforcement officer who is considering running for Sheriff in Gasconade County; Commission welcomed him. Sheriff John Romanus arrived and he was scheduled for closed session to discuss personnel and Commission agreed.

EXECUTIVE SESSION

Commissioner Jerry Lairmore made a motion to go into Executive Session to discuss personnel matters authorized by RSMo 610.021 and in compliance with RSMo 610.022. Commissioner Jim Holland seconded the motion. The motion passed by vote:

RECONVENE

Commissioner Jim Holland made a motion to close Executive Session and reconvene as the Gasconade County Commission. Commissioner Jerry Lairmore seconded the motion. The motion passed by vote:

Jim Holland (Yes),

Larry Miskel (Yes).

No motions were made or votes taken on any matter.

ADJOURN

Commissioner Jim Holland made a motion to adjourn commission until March 5, 2020. Commissioner Jerry Lairmore seconded the motion. The meeting was adjourned.
