Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Owensville City Hall beginning with Pledge of Allegiance.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated Feb. 27, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 115108 through 115135.

ROAD CONCERNS AND COMPLAINTS

Commission had met earlier this morning at Drake with the road department and reported their discussion to Clerk Lietzow for the officials minutes: MoDOT bridge inspector completed inspections of the 72 county bridges; all available equipment was out on the roads working.

Commissioner Holland had mentioned to the road department about Missouri receiving an allocation of funds to be distributed to local government agencies for mitigation actions that replace diesel emission sources with cleaner technology; school districts have already received these funds and he said road department has three vehicles that would qualify for this transition.

Road department had prepared specs for Commission approval to bid white rock, p‑gravel, liquid asphalt and culvert pipe; they approved for Clerk Lietzow to prepare ads and send specs to vendors.

GENERAL DISCUSSION

Treasurer Mike Feagan presented Commission for review his monthly account balances showing General Revenue balance improved slightly from a month ago. He also mentioned having talked with Glen Englert construction about his work plans starting the week of March 23 and how that relates to the 200th anniversary gala event scheduled at the courthouse for March 28; since he was made aware of this event, along with the jury trials in early April, he will start work on the trimwork and crown moulding rather than removing seats and starting on the floors. Treasurer Feagan also mentioned that he had been asked by the Gasconade County Historical Society members if the security pass‑through could be moved to the side and out of the way for them to construct an archway at the front door entrance and was told he will need to talk with Sheriff John Romanus.

Correspondence received included the annual dues for membership in the South Central County Commissioners’ Association and the meeting invitation for March 13 in Texas county; notice of Central Workforce Development board meeting March 25; a notice of recommended training for Presiding Commissioner Miskel and EMD Dan Dyer from SEMA if they have not already participated.

Commission asked members of Owensville City government if they had any news to report and they mentioned a public hearing scheduled for March 23 at the Lion’s Hall regarding vacation of a street; Assessor Paul Schulte and Joe Mundwiller were at Commission meeting this morning and their interest was in any discussion regarding this street to be vacated, which also is of interest to Commissioners’.

Clerk Lietzow mentioned that Callabyte has submitted the first invoice for internet service at the Courthouse for the three‑month period of February, March and April; since there is uncertainty as to how to divide the bill, she will pay it from County Expense and then hopefully when it comes due again, the details will be worked out and double‑payment for internet services can cease.

Sheriff John Romanus arrived and asked to go into closed session with Commission as per RSMo 610.021.3 and they agreed.

EXECUTIVE SESSION

Commissioner Jerry Lairmore made a motion to go into Executive Session to discuss personnel matters authorized by RSMo 610.021 and in compliance with RSMo 610.022. Commissioner Jim Holland seconded the motion. The motion passed by vote:

RECONVENE

Commissioner Jim Holland made a motion to close Executive Session and reconvene as the Gasconade County Commission. Commissioner Jerry Lairmore seconded the motion. The motion passed by vote:

Larry Miskel (Yes).

GENERAL DISCUSSION

Commission made the following announcement: Effective March 24, 2020, Chief Deputy (Captain) Mark Williams will be sworn in as interim Gasconade County Sheriff upon the resignation of current Sheriff John Romanus effective midnight March 23, 2020; said appointment as interim Sheriff will cease upon certification of the Nov. 3, 2020 general election results for sheriff when the duly elected candidate can be sworn in as the new Sheriff of Gasconade County. Further comments made by the Commission included that Chief Deputy Williams will be expected to stay within the 2020 budget parameters as established by Sheriff Romanus; also, that Chief Deputy Williams has indicated no interest in being a candidate for Sheriff in Gasconade County in 2020 and in fact, does not reside in Gasconade County. Commission, along with Sheriff Romanus, feel this decision is in the best interest of the citizens of Gasconade County in providing a smooth transition for the department and takes any hint of politics out of the appointment process.

MOTION/VOTE

Commissioner Jerry Lairmore made a motion to appoint Chief Deputy Mark Williams as Interim Sheriff of Gasconade County effective March 24, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

ABATEMENTS AND ADDITIONS

Commission approved abatements No. 2113 through No. 2116 and additions No. 8721 through No. 8737.

REPORT OF FEES

Commission reviewed monthly reports of fees collected by John Romanus, Sheriff for the month of February 2020 in the amounts of $1930.49 civil fee fund and $440 DSSSF; also for the same month from Lesa Lietzow, County Clerk in the amount of $15.

ADJOURN

Commissioner Jim Holland made a motion to adjourn commission until March 12, 2020. Commissioner Jerry Lairmore seconded the motion. The meeting was adjourned.
