The Gasconade County Commission met with Presiding Commissioner Larry Miskel, Southern District Commissioner Jerry Lairmore and Northern District Commissioner Jim Holland at the Courthouse beginning with Pledge of Allegiance.

PRIOR MINUTES

Presiding Commissioner Larry Miskel made a motion to approve prior commission minutes dated 4/9/2020 8:30 AM. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Presiding Commissioner Larry Miskel made a motion to approve the following items: warrants for payment 115353 through 115374. Commissioner Jim Holland seconded the motion. The motion passed by vote:

ROAD CONCERNS AND COMPLAINTS

Commission acknowledged the passing of employee Dave Slater’s mother and offer their condolences.

Commissioner Lairmore said road department is dealing with ongoing normal road maintenance and that he has received very few complaint calls; Commissioner Holland agreed and said any issues he reported to them were taken care of right away, on Mud Creek and Uthe roads. He had researched through the Assessor’s office an easement question on Week’s road for property owner wanting to put up a building.

Clerk Lietzow reported receiving notice from Kim Tipton at MoDOT that BRO reimbursement to the county for Valentine Ford project expenses will be issued on April 22 in the amount of $21,181.16 for the three invoices she had submitted.

The following bids were opened last week at session and the road department has reviewed them all and made the following recommendations for acceptance:

NB West Contracting U.P.M. High Perform $110 per ton Pacific, $135 per ton Bourbon;

Christensen Brothers Asphalt EZ Street $125 per ton;

Capital Materials MC250 $70; per ton;

BID DETAIL ‑ CUTTING EDGES

Erb Equipment Company 3/4”x8”x7’ $115.38, 5/8”x8”x7’ $95.25;

Fabick CAT 3/4”x8”x7’ $83.63, 5/8”x8”x7’ $71.42;

Wear Parts and Equipment Company 3/4”x8”x7’ $101.60, 5/8”x8”x7’ $83.56;

Commission agreed with road department to accept Capital Materials bid for cold mix and Fabick CAT bid for cutting edges.

Commissioner Jerry Lairmore made a motion to award cold mix bid to Capital Materials and cutting edge bid to Fabick CAT. Commissioner Jim Holland seconded the motion. The motion passed by vote:

GENERAL DISCUSSION

Presiding Commissioner Miskel announced that as of 8 o’clock this morning, the Stay-at-Home order issued by the Gasconade County Health Department has expired, but pointed out that the Stay-at-Home order issued by Gov. Mike Parson is still in effect; the decision to extend that date by the state of Missouri is expected to be made this afternoon. He went on to say that he wanted to make it very clear in these minutes, that the Commission had always been supportive of the Gasconade County Health Department especially the way they have stepped up to handle this very difficult, and very new situation; there is no animosity between the two agencies, only a difference in opinion of when the Stay-at-Home order was to begin. The County Commission, along with the County Health Department, are only looking out for the safety of the citizens, no matter the type of emergency situation that arises.

On that same note, Commissioner Lairmore wanted to thank both of his fellow Commissioners’ for stepping up to the plate in dealing with all of this on behalf of the county, while he was recuperating at home from surgery and later complications; he didn’t feel like he was out of touch at any time, as they both were keeping him in the loop. Presiding Commissioner Miskel also credited EMD Dan Dyer for keeping him in the loop; Clerk Lietzow asked if Director Dyer will be handling the county’s request for federal funds available for various expenses above and beyond normal expense, and she was told that yes he is.

Clerk Lietzow updated Commission on the Health Care Team meeting; after gathering of additional information on a new plan, it was agreed by all to not offer a new plan, and in fact, were able to eliminate one of the copay plans, but not without first confirming that to be acceptable by the very few employees’ involved. Next step will be open enrollment meetings in early May, and time will tell if those will be held with the broker and MPR representative present on site.

Commission commented on the work being done in the second floor courtroom and how amazing the floor looks after so many years of wear, has been sanded away.

Commissioner Holland wanted to commend the Hermann Volunteer Fire Department for doing an amazing job fighting fires; there have been three major fires within city of Hermann over the last 10 days.

REPORT OF FEES

Commission reviewed monthly report of gross collections from Shawn Schlottach, Collector for the month of March 2020 in the amount of $144,707.31.
