The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Courthouse beginning with Pledge of Allegiance.

PRIOR MINUTES

Presiding Commissioner Larry Miskel made a motion to approve prior commission minutes dated April 23, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Presiding Commissioner Larry Miskel made a motion to approve the following items: warrants for payment 115392 through 115409.

ROAD CONCERNS AND COMPLAINTS

Both Commissioners’ Holland and Lairmore said road department has been doing a great job keeping up with ongoing maintenance and any issues reported have been taken care of.

Commission opened 1 bid received for culvert pipe and two bids received for liquid asphalt; they will be copied for road dept. review and recommendation for next week’s session.

Commission had opened the following bid last week for purchase of new road grader and agreed with road department’s recommendation to accept:

GENERAL DISCUSSION

Commission received invitations to the National Day of Prayer ceremony hosted by the First Baptist Church in Owensville on Thursday, May 7; normally services would be held at the church, but this year will be done online. Commission was asked to address whether the courthouse would open up Monday, May 4, as Governor Mike Parson has indicated is acceptable as long as all guidelines are followed; Presiding Commissioner Miskel felt that they should continue with the building locked and to follow the lead of Circuit Judge Ike Lamke as that is the policy that has been followed since this began in March, which is to extend the staggered leave of employees through May 15. Effective Monday, May 18, the building can open to the public, again following necessary guidelines, and all staffing should return to normal work schedules. Fortunately, the second floor courtroom remodel will be complete, including jury room and Judges chambers, by the time the reopening of the building occurs; Englert Construction will have to work around the business conducted when they go to work on the second floor hallway, and do it in sections, always leaving access to the courtroom and offices. Commissioner Holland said Judge Lamke asked if commission had agreed the first invoice could be paid and he said they did, so he would see to it that it was paid.

Presiding Commissioner Miskel received the federal funding certification document from Missouri State Treasurer’s office for signature and return by tomorrow, which indicates that Gasconade County will accept the emergency funds from the federal CARES Act in an amount based on 2019 county population share of .24 percent totaling $1,725,307 to be used solely for necessary expenses incurred due to the public health emergency with respect to the Coronavirus Disease 2019, also known as COVID‑19. There is very little guidance at this point as to the specifics of how it can be used, other than that it cannot be used to replace lost revenue due to economic losses with business closures. Clerk Lietzow mentioned that she also received notice from Missouri Secretary of State’s Office that Gasconade County’s portion of federal grant funds available for expenses related to the COVID‑19 pandemic as it relates to the federal elections of August and November 2020 in the amount of $35,955.06; both of these funding mechanisms will be released to the county in the next week or so and can be spent through Dec. 31 with any unused funds returned by April 1, 2021. As well, EMD Dan Dyer has access to funds released through SEMA to cover any additional expenses as it relates to PPE.

Joann Bickmeyer, chairperson of the Health Care Team, came before the Commission to detail the decisions of the team as it relates to health/dental/vision coverage renewing July 1; based on the research and quotes received by the new broker JWTerrill, the plan is to stay with Midwest Public Risk insurance coverage through Cigna, offer the same two HSA plans of 2,500 and 5,000 deductibles with a four percent increase. The employees agreed to drop one of the more expensive copay PPO plans and only offer the 2500 deductible plan with a five percent increase; the vision plan through Midwest Public Risk did not have a rate increase nor did the dental plan through Guardian so the employees will now know how much the county contribution of $600 monthly will cover. One new phase of the prescription drug side of the plan, is JWTerrill’s offer of a RX outreach program which can be more helpful to employees than using the insurance coverage. As always, our group size of 45‑50 employees full-time, has not allowed us to go outside the pool because doing so showed 20 percent increase in premiums. Unfortunately, the open enrollment meetings scheduled for early May will likely have to be done via speakerphone or video phone, and not in person with the road dept. and Courthouse employees; those details are yet to be determined. Commission thanked the team members for the great job they do in dealing with the details of this major task and agreed to accept the proposal as recommended by the team members.

Commissioner Jerry Lairmore made a motion to accept the healthcare team recommendation to stay with MPR Cigna for health and vision coverage and Guardian for dental coverage for the year of July 1, 2020 through June 30, 2021. Commissioner Jim Holland seconded the motion. The motion passed by vote:

GENERAL DISCUSSION

Commission was notified by Greg Lara, County Health Department administrator, of a resignation on their board of directors; Susan Steinbeck, 1723 Price Road, Owensville, MO 65066 has agreed to fulfill the term of Patricia Smith which expires April 2023, and with the recommendation for acceptance, Commission agreed.
