The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Owensville City Hall beginning with Pledge of Allegiance.
PRIOR MINUTES
Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated April 30, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

ROAD CONCERNS AND COMPLAINTS
Commission met with road department at Drake Shed first this morning and reported that discussion to Clerk Lietzow for the official minutes: ongoing road maintenance continuing, bid specs are being prepared for the two bridge projects not being done in‑house.
Road department has also prepared bid specs for purchase of grader and truck tires and gasoline and diesel; Commission approved specs so Clerk Lietzow will prepare ad and send specs to vendors.
Commission asked how the open enrollment for health insurance session held at the Drake shed went yesterday; Clerk Lietzow said all employees were able to be present and have taken care of their enrollments. The agent and broker then came to the Courthouse and a few more employees were able to complete their enrollments; the entire Sheriff’s department will schedule a zoom meeting with the broker to complete their enrollments all prior to deadline of May 15.
The only bid received and opened last week for culvert pipe was from Metal Culverts Inc. and road department recommended acceptance and Commission agreed:

GENERAL DISCUSSION
Presiding Commissioner Miskel wanted to again offer his thanks to the health care team for all the time and effort they put into sorting through all the insurance coverages and options all trying to get the best benefits for the employees and officials while it still remains affordable within the county’s limited budget; he would recommend to any public entity to use this model for working through these difficult annual decisions. Clerk Lietzow has talked about this method with many other county clerk’s across the state and none of those counties have anything like that in place and wish they did.
Clerk Lietzow had placed on the agenda to discuss the Public Water Supply District No. 1 at Peaceful Valley Lake; Commissioner Holland had been speaking with Kelly Sink‑Blair at MRPC working out the details of the county serving as sponsor for the proposed CDBG and the ramification of doing so triggering the Single Audit threshold of $750,000. Clerk Lietzow wanted to be sure the Commission realized that meant having to pay for an audit every year that amount was triggered even with Ms. Sink‑Blair trying to stretch it out over two to three years; if the county did not trigger the audit on their own, then the Commission can ask the PWSD to pay for the audit, but that would have to be detailed in the early stages of this discussion. Furthermore, Clerk Lietzow asked what happens if the $5 million bond issue on the June 2 ballot doesn’t pass, and Ms. Sink‑Blair said that really is not even being considered because MoDNR is forcing the water improvements be made and PWSD is relying on that to get their loan dollars from USDA; unfortunately, Clerk Lietzow points out there is a very small group of voters allowed to vote on this issue and as always, there is no guarantee of the outcome. There was discussion about why property owners were not allowed to vote on this issue when they will have to pay for the bond issue and Clerk Lietzow explained it is no different than any other election, in that everyone votes from where they live, not from where they own property.
Presiding Commissioner Miskel mentioned that MRPC is offering their services and vast experience to the counties in the region to help with the intake, documentation and distribution of the CARES Act funds that arrived in the county this week; Clerk Lietzow agrees with Commissioners’ that would be the best option to be sure all proper protocol is met. Present for today’s meeting and discussion about these funds were Karen Hubenthal‑Arnold from Owensville Area Ambulance District and City of Owensville Alderman Kevin McFadden; Presiding Commissioner Miskel assured them MRPC would work to ensure every political subdivision in the county was notified of the availability of these funds and process. Arlie Appler, also present, asked about the co‑mingling of funds and Treasurer Mike Feagan answered that would not be happening and his monthly financial status report will clearly show that effective with the June 1 report. Clerk Lietzow also added that a budget amendment would take place over the next few weeks and be sent to the Auditor’s, so the county can use the money to disburse; that also includes the nearly $36,000 she received for election use the rest of this year being in it’s own fund. Treasurer Feagan presented his monthly accounting of funds to Commission and reviewed for everyone and reported the May check received for sales tax was nearly the exact same amount as one year ago, but is based on at least one or two prior months activity.
Clerk Lietzow had brought correspondence from Circuit Clerk Pam Greunke regarding Judge Ike Lamke’s intent as it relates to re‑opening of the courthouse for business; there are operational guidelines moving forward through phases that also involve commission; Presiding Commissioner Miskel was part of a discussion yesterday with Judge Ada Brehe‑Krueger and Prosecuting Attorney Mary Weston and will continue those discussions to be able to meet the requirements beginning May 18. Commissioner Holland commended the County Health Department for getting out to the businesses making sure they have proper signage on their places of business as they reopen to the public. Presiding Commissioner Miskel also mentioned that EMD Dan Dyer said that SEMA is pulling the EMD’s out of the process and turning it over to the MSHP and that is who Prosecutor Weston would be contacting for PPE.
