The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Courthouse beginning with Pledge of Allegiance.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated May 14, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment through 115487 through 115510. Commissioner Jim Holland seconded the motion. The motion passed by vote:

ROAD CONCERNS AND COMPLAINTS

Commissioner Lairmore said Roger Dahl, road overseer, is working on bid specs for both Shockley and Trainer road projects that are not being done in‑house. He also talked about the ditching issue that he had mentioned last week; he showed the other two commissioners pictures of how Wildebrandt road looked after it had been graded. He had received complaints on it and after looking at it, could see why; he has talked with road supervisor about it and is not satisfied with the discussion. It was agreed that next time the commission meets at Drake, they will discuss policy regarding ditching while grading a road. Commissioner Holland didn’t have any new issues to report on.

These bids were opened last week for chip and seal on Holzschuh and Frene Creek road projects; road dept. recommended accepting Bink’s Trucking and Excavating LLC and after discussion, commission agreed:

FRENE CREEK ROAD

Bink’s Trucking/Excavating: $78,471

NBWest: $87,043 or $74,680 with change to specs

HOLZSCHUH ROAD

Bink’s Trucking/Excavating: $52,972

NBWest: $66,112 or $57,805 with change to specs

MOTION/VOTE

Commissioner Jerry Lairmore made a motion to award both Frene Creek and Holzschuh road chip and seal projects to Bink’s Trucking/Excavating LLC. Commissioner Jim Holland seconded the motion. The motion passed by vote:

GENERAL DISCUSSION

When going through correspondence, Presiding Commissioner Miskel found where Public Administrator Fay Owsley had submitted another invoice from RLI Insurance Company for legal fees relating to the DeBoeuf v. Owsley case still pending; commission will follow same instructions as before and disregard as per their legal counsel.

Commission received the Technical Assistance Contract from MRPC for CARES Act coronavirus Relief Fund administration and signed in agreement. Commissioner Lairmore had called MRPC with some questions he had about some possible uses for the funds and was waiting to hear back; Clerk Lietzow had also contacted them for clarification on the creation of a new position for working at the front door of the Courthouse after opening versus using existing deputies on their days off. She and Sheriff Mark Williams were told that either option will work, but for programming purposes within the Clerk’s office, it will be best to bring on a new hire, rather than try to issue a third paycheck to existing officers. Sheriff Williams had also contacted Presiding Commissioner Miskel with a list of questions he had for the building re‑opening and they will speak tomorrow; many questions related to court services were directed more specifically to Judge Ada Brehe‑Krueger and Prosecuting Attorney Mary Weston. One question ask was in regard to whether employees will need to have their temperature taken every day, along with the general public, and after reviewing Judge Ike Lamke’s directive which indicated court employees will do so, Commission agreed county employees will also. There will be a sufficient number of masks/gloves available for the general public and for employees and the hand sanitizing stations will be installed at the three entrance doors; the plan is now to open the building to the public on June 1.
