The Gasconade County Commission met at the Courthouse beginning with Pledge of Allegiance. Presiding Commissioner Larry Miskel was not in attendance.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated June 4, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 115549 through 115648. Commissioner Jim Holland seconded the motion. The motion passed by vote:

ROAD CONCERNS AND COMPLAINTS

Commissioner Lairmore did not have any concerns or complaints to report that were not already being addressed; Commissioner Holland said he was going to look at Fowler road tomorrow off of Highway 50 where the road approach is being torn up and he had a report of a lot of mud being drug onto the road by other trucks hauling.

Commission received the 2020 MoDOT non‑state bridge inspection report performed on the 78 structures in Gasconade County; the detailed book will be taken to the road department and Clerk Lietzow will keep on file a summary of the findings. She also mentioned receiving an email from the air pollution control program of MoDNR stating the county’s request for funding consideration was missing some key information that was needed before an award could be made; she gave the email to road department, but office mgr. Debbie Thomas said Commissioner Holland would have to answer the questions. Lastly, Clerk Lietzow reported road department had a workman’s compensation claim this week and the employee is off work until further notice.

Commission opened two bids received for gasoline and diesel and one bid received for truck tires and grader tires, tubes and service; they will be copied and given to road department for review and recommendation for acceptance at next week’s session.

Commissioner Laimore mentioned having a TAC meeting at MRPC this evening.

GENERAL DISCUSSION

Commissioner Holland mentioned having a Solid Waste meeting and a meeting at MRPC also; he agreed to attend the next county fair board meeting at 7:30 p.m. on June 18 as they were invited to offer their insight when the decision will be made whether to have the fair or not this year. Both Commissioners’ Miskel and Lairmore will not be available to attend.

Commissioner Lairmore announced some unfortunate news from Gasconade County Mental Health Board; the appointment they had made of Dr. Jennifer Allen to the Mental Health Board will have to be denied due to the fact that Dr. Allen does not live in Gasconade County which is a requirement to serve and was only just discovered, so Commission rescinded that motion.

Treasurer Mike Feagan gave Commission the monthly sales tax report showing a good month; not significantly higher, but more importantly not lower, and everyone hopes the trend continues. With more and more businesses opening within the county, it is hoped to increase steadily; it was mentioned Governor Mike Parson will be issuing an address this week if the state of Missouri can move to the next phase of opening after June 15.

Judge Ike Lamke had let each Commissioner know that he had been to the Courthouse to hold court last week and was very pleased with the remodel work that had been done. He wanted to followup with a couple additional items he noticed, i.e.: the wiring to be rerouted and concealed around the judge and clerk’s bench; some baseboard and door trim damage from the remodel process and needing repaired; possibly using an oil to shine the old chairs in the gallery to camouflage or darken where the veneer is missing; roller shade hardware be removed from the window frames as they are no longer needed. Commissioner Holland will contact Glen Englert to see how much of this would be extra work and how much is part of the original estimate. Clerk Lietzow said Tom Rethemeyer is working this week to construct the decorative columns and the witness stand area enclosure.

Clerk Lietzow passed along some additional information from MRPC to Commissioner Lairmore where he was interested in using CARES act funding for non‑profit food pantries so he will review.

Commission then held the budget amendment hearing as previously advertised in order to include two new funds created; the CARES ACT fund is being established after the receipt of $1,725,307 to be used for expenses incurred due to the public health emergency with respect to COVID‑19 and the ELECTION CARES GRANT fund being established after the receipt of $35,955.06 to assist election authorities with expenses related to preventing, preparing and responding to COVID‑19 for the August and November 2020 elections. The CARES ACT fund has been setup within the books of the Treasurer and County Clerk in an interest‑bearing account with line items for payroll and expense items for the county along with line items for any tax supported agencies who may request and also any businesses who may request and qualify. The ELECTION CARES GRANT fund is also setup within the books of the Treasurer and County Clerk. Spending from both of these funds will end on Dec. 31 with any unused funds to be returned in early 2021. All of this information and corresponding documents will be sent to the State Auditor’s Office as an addendum to the 2020 budget document on file for Gasconade County. She asked for Commission adoption, and after concurrence from Treasurer Feagan that he was in agreement, Commission also agreed.

DELINQUENCY IN PAYMENT OF LOCAL SALES TAX

The following businesses have had their sales tax licenses revoked by the Missouri Department of Revenue due to delinquency in payment: Bacon’s Smokehouse BBQ LLC, 113 W. 5th St., Hermann, Mo. 65041 and Hoffman Brothers Inc., Old Springfield Road, Owensville, Mo. 65066.
