Gasconade County Commission Minutes

The Gasconade County Commission met with at the Courthouse beginning with Pledge of Allegiance.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated July 9, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

Larry Miskel (Yes).

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 115763 through 115807. Commissioner Jim Holland seconded the motion. The motion passed by vote:

Jim Holland (Yes),

Larry Miskel (Yes).

ROAD CONCERNS AND COMPLAINTS

Commissioner Lairmore said road dept. is busy stockpiling gravel; he also mentioned they will be taking MSHAA training on Tuesday. He said the Holzschuh road chip and seal job is almost done and it is assumed the contractor will be moving to Frene Creek road next; Commissioner Lairmore told Commissioner Holland that the contractor did need a place to stockpile the trap rock used for the chip and seal project if he could find a place and he said he would. Commissioner Holland said he had a few road issues that have already been taken care of and some still being looked at.

GENERAL DISCUSSION

Kaye West and Lori Angell came in to Commission meeting, as recommended by Assessor Paul Schulte, to inquire on behalf of the Owensville Arts Council, whether their organization would be eligible for any of the CARES Act funds. Presiding Commissioner Miskel said that decision would actually be made by the Commission later this morning when discussing the business grant side of the application process; some specific decisions must be spelled out by the Commission before any funds could be released and one of those decisions is whether non‑profit organizations would be considered as valid applicants. He did go on to explain that if that is approved, then their next step would be to contact MRPC who will lead them through the process of applying for reimbursement and documentation needed to submit; after MRPC has approved, then it is mailed to Commission for approval before given to Treasurer Mike Feagan for payment. Commissioner Lairmore said he will contact one of them to let them know the decision made today; he has also been asked by Bruce Hoock for Tea Lakes and by City of Rosebud for the Parks, both of those also as non‑profit agencies. Commission has examples of how both Dent and Washington counties have structured the business grant side of the applications, i.e.: some are not allowing non‑profit organizations, some are doing so but with limits.

Later in session when going back to this topic, Presiding Commissioner Miskel proposed the following: Earmark $700,000 for the business grant side; if a business has 20 or more employees, maximum allowable to request is $50,000; if a business has less than 20 employees, maximum allowable to request is $30,000; include non‑profit organizations with maximum allowable to request at $20,000; remain with MRPC policy currently of no salary reimbursement for any organization; any business can re‑apply up to the maximum. After discussion, it was agreed to only make one change to the proposal as detailed and that was to raise the non‑profit organizations to maximum allowable to request at $25,000 and voted accordingly. Presiding Commissioner Miskel will notify MRPC of these decisions and Commissioner Lairmore will notify those he promised.

Commissioner Jerry Lairmore made a motion to set the criteria for CARES small business relief program. Commissioner Jim Holland seconded the motion. The motion passed by vote:

GENERAL DISCUSSION

Commission acknowledged the Board of Equalization meeting Monday, July 20, starting at 9 a.m. until business is concluded; the other voting members of the Board invited to serve are Vincent Klott, Surveyor, Todd Witthaus, representing Peoples Savings Bank and Chris Lenauer representing Pioneer Truss Co. Presiding Commissioner Miskel said he also has University Extension Council meeting on Monday and is due to participate in a conference call with Gasconade County Health Department this afternoon.

Commissioner Holland had contacted Circuit Judge Ike Lamke about the Juvenile Office budget due to go over in a couple months; Clerk Lietzow sent an up‑to‑date budget to Judge Lamke, after researching to pinpoint where the overage seemed to be coming from and it was found to be the Legal/Professional Services line which has doubled twice in the last 12 months. Presiding Commissioner Miskel will also contact Glen Englert to find out when the remainder of the courtroom remodel work will be finished and the upstairs hallway floor refinished as part of the original estimate; he was also to submit an estimate for a couple additional items.

Commission acknowledged that unfortunately this week they were notified that someone appearing in court session on Tuesday, July 7, has COVID‑19; the Sheriff’s deputy, the court clerk and the Judge have all been sent home on quarantine even though social distancing of six feet was maintained in the courtroom and even though all were wearing masks. Clerk Lietzow is now researching the proper way to pay the Sheriff’s deputy while at home; she contacted MRPC for guidance who agreed it was acceptable to pay those hours directly from the CARES Act fund same as the wages for serving at the door to the Courthouse doing the screening. It was also suggested that work comp carrier be contacted because if the deputy would get sick from COVID, there would be medical bills and Sheriff Williams said that would be handled by work comp. Everyone agreed Clerk Lietzow should contact work comp to see what COVID procedures and processes they have put in place.
