Gasconade County Commission Minutes

The Gasconade County Commission met with at the Courthouse beginning with Pledge of Allegiance.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated July 2, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 115722 through 115762. Commissioner Jim Holland seconded the motion. The motion passed by vote:

ROAD CONCERNS AND COMPLAINTS

Commission was notified by Continental Cement Co. LLC of their application to MoDNR for expansion of their site permit to mine clay in Sec. 21, Twp. 42N, R5W. Commissioner Holland suggested Commission contact CCC about this expansion and the impact their traffic is having on county roads.

Commissioner Holland said he and the road department are working to get the rest of the paperwork sent in as required by MoDNR for the Volkswagen vehicle replacement program.

Commissioner Lairmore said the only report he had to make from the road department was their recommendation to accept the only bid received for the Shockley road low water slab from Barry Krause LLC in the amount of $47,880 and Commission agreed.

Commissioner Jerry Lairmore made a motion to award Shockley road law water slab project to Barry Krause LLC. Commissioner Jim Holland seconded the motion. The motion passed by vote:

GENERAL DISCUSSION

Sheriff Mark Williams had given Commission a copy of the new DSSSF grant awarded for the July 2020 through June 2021 cycle that needed signing. EMD Dan Dyer gave Commission a report of his findings regarding the status of inventory items for the EOC; when he took over the position, Commission asked him to account for all items. Unfortunately, one item he was unable to locate was a North Star 13000 kw portable generator valued at $3,400; he did find the original box that it came in and had pictures of the serial number that matched inventory. As an addendum to that report, he mentioned not being able to locate a battery that operates the slide‑outs of the Mobile Command Post and a portable propane cooking grill that was part of the Mobile Command Post also. Commission will ask Sheriff Williams to file a report of the missing items and based on that report, will take final action at a later date.

Presiding Commissioner Miskel had received from MRPC, a copy of the Dent County CARES small business relief program documentation for consideration of adoption by Gasconade County; he asked that the two Associate Commissioners’, Clerk and Treasurer review it and report back next week if it looks to be acceptable for use here and if so, they will notify both Chambers of Commerce offices. Both Dent and Washington counties have set aside a specific amount of their CARES act funds strictly to be used for this purpose. Clerk Lietzow gave Commission a copy of the June 30 payroll documentation showing Sheriff’s deputies who were paid directly from these funds for their duties at the front door of the Courthouse; Treasurer Feagan had given them a copy of the bills to be paid today from that fund adding up to $3,453.70. Also received by the Commission was a request from Gasconade County E‑911 for funding in the amount of $8,286.56 approved by MRPC for payment.

GENERAL DISCUSSION

Treasurer Feagan gave Commission the monthly sales tax report which was promising; it has brought the total year‑to‑date numbers up to within $1,700 of one year ago. Clerk Lietzow had taken time to review the revenue and expense budgets at this six‑month point of the year and said overall looking at every source of income into GR, we are within $1,000 of last years’ amount at the same time; while that isn’t an improvement, with all things considered happening this year, it is good news. Regarding expense side of GR, the only budget that will go over in a couple months is Juvenile Office and it was agreed Commissioner Holland will talk to Judge Ike Lamke about it.

Commission has since found out more details regarding the City of Owensville municipal court cases being moved to Osage County Associate Court; the recommendation had been made by Associate Judge Ada Brehe‑Krueger to Circuit Judge Lamke and he was in agreement effective August 2020. It will relieve some of the burden placed on the Associate division here in Gasconade County, but they still have the cities of Hermann, Bland, Rosebud, Gasconade and Morrison.

Paul Schulte, Assessor came in to notify Commissioners’ that he has found two individuals to serve as voting members of the Board of Equalization this year; Todd Witthaus and Chris Lenauer will be here for opening session at 9 a.m., Monday, July 20.

Presiding Commissioner Miskel wanted to announce to everyone a reminder of the Meet the Candidates program hosted by Gasconade County Farm Bureau at the White Mule Winery, Monday, July 13 starting at 7 p.m.; local candidates and state representative candidates of all parties have been invited.

Commission was notified by Scenic Regional Library Board that Carol Leech had submitted her resignation effective immediately; the board recommends Michele Fehlings, 320 Stark Blvd, Hermann to fulfill the remainder of the term and Commission agreed.

Commissioner Jerry Lairmore made a motion to appoint Michele Fehlings to fill the remainder of Carol Leech term on Scenic Regional Library board. Commissioner Jim Holland seconded the motion. The motion passed by vote:

DELINQUENCY IN PAYMENT OF LOCAL SALES TAX

Commission was notified by Missouri Department of Revenue of revocation of sales tax license due to delinquency in payment for these two businesses: Lasalle Systems Leasing Inc., 104 Industrial Drive, Hermann, MO and Lakeway Publishers of MO Inc., 136 E. 4th St., Hermann, MO.

REPORT OF FEES

Commission reviewed monthly report of gross collections by Shawn Schlottach, Collector for the month of June 2020 in the amount of $115,483.04.

ABATEMENTS AND ADDITIONS

Commission received for file abatements No. 2124 through No. 2126 and additions No. 8779 through No. 8795.

Commissioner Jerry Lairmore made a motion to adjourn commission until July 16, 2020. Commissioner Jim Holland seconded the motion. The meeting was adjourned.
