Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Courthouse beginning with Pledge of Allegiance.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated July 23, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 115826 through 115841

Commissioner Jim Holland seconded the motion. The motion passed by vote:

ROAD CONCERNS AND COMPLAINTS

Commissioner Lairmore said the road department was all out working when he stopped there this morning; Commissioner Holland reported Frene Creek road chip and seal job was done this week and being fine‑tuned today. He said it looks really good and he has had good comments from residents.

Commission was notified by River Cement Company that they applied to MoDNR for an expansion to their existing permit to mine clay on four acres in Section 6, Township 40N, Range 4 West which is located on Hog Trough road. Commissioner Holland wants a letter sent to them asking for their help in making sure the county roads are not damaged through the hauling process and it was suggested Debbie Thomas at the road department be asked to send that letter.

Commission was also notified by US Army Corps. of Engineers of unauthorized excavation and fill activities occurring in Third Creek due to gravel harvesting; the notice clearly states that Gasconade County is not the party responsible.

Treasurer Mike Feagan ask if the road department could fix the large pothole in the parking lot and Commission said they would contact the grader operator to come in as soon as possible.

GENERAL DISCUSSION

Correspondence received by Commission included: notice from attorney Ivan Schraeder of a hearing scheduled in the Owens vs. Miskel case for Sept. 10 in front of Judge Green here at the Courthouse; also an updated billing from Fay Owsley, Public Admin. showing the accumulating legal fees of RLI in the amount of $7,113.57. Commission was also notified by Supreme Court of Missouri via Judge Ike Lamke, that as of Aug. 1, all courthouse personnel are to wear a mask, even at their workstation, unless the person is alone or in a private office, as it is not enough to be socially distant. It was the Commissions’ decision to continue to follow the guidance as set by Judge Lamke as they have done throughout the COVID pandemic; Clerk Lietzow will notify everyone working in the building.

Presiding Commissioner Miskel provided an update on COVID cases within the county, with 4 new cases yesterday, bringing the total count in the county to 27. Clerk Lietzow mentioned having questions from voters about being able to vote after they had been quarantined; her office has found a way to accommodate while keeping everyone involved safe.

Clerk Lietzow gave Commission a copy of the contract from Ulrich Software Inc. that her office, the Collector’s office and the Assessor’s office all need to sign to approve; she had spoke with Sam Ulrich who had indicated that the new contracts should have been issued last year, but were missed and there was an increase with this contract renewal.

Presiding Commissioner Miskel said he attended a MOCA meeting via ZOOM where it was announced they just completed a clean audit of their $10 million budget.

Clerk Lietzow said the Courthouse obviously suffered a lightning strike early Monday morning before everyone arrived, as the fire alarm was beeping, the internet was knocked out of several offices and a printer in the Assessor’s office was not functioning; technicians from AQM Computer Help and Tech Electronics are looking at everything trying to fix or replace so she will file a claim if the $2,500 deductible is surpassed. It also brought up the subject of the lightning protection system installed on the roof; she had called the installers a year ago when this happened and they agreed to come out and look at it and test it, but never did; Commissioner Holland will make contact as that needs to happen.

Commission had received notice from MRPC that Gasconade County Health Department had submitted all the documentation necessary to request $36,620.16 from the CARES Act fund; Commission approved and will give to Treasurer Mike Feagan for payment to be issued.

Commissioner Jerry Lairmore made a motion to approve CARES Act application for Gasconade County Health Department. Commissioner Jim Holland seconded the motion. The motion passed by vote:

GENERAL DISCUSSION

Three members of the Gasconade County Sheriff’s Department came into Commission meeting wanting to speak in closed session and Commission agreed.

EXECUTIVE SESSION

Commissioner Jerry Lairmore made a motion to go into Executive Session to discuss personnel matters authorized by RSMo 610.021 and in compliance with RSMo 610.022. Commissioner Jim Holland seconded the motion. The motion passed by vote:

RECONVENE

Commissioner Jerry Lairmore made a motion to close Executive Session and reconvene as the Gasconade County Commission. Commissioner Jim Holland seconded the motion. The motion passed by vote:

Larry Miskel (Yes).

No motions were made or votes taken on any matter.

ADJOURN

Commissioner Jerry Lairmore made a motion to adjourn commission until Aug. 6, 2020. Commissioner Jim Holland seconded the motion. The meeting was adjourned.
