Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Owensville City Hall beginning with Pledge of Allegiance.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated July 30, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 115842 through 115866. Commissioner Jim Holland seconded the motion. The motion passed by vote:

ROAD CONCERNS AND COMPLAINTS

Commission reported the discussion earlier today at Drake with the road department to Clerk Lietzow for the official minutes: Commission agreed to accept the state bid off MoDOT’S website for procuring a new dump truck as part of the VW emissions’ settlement with the federal government; county will be reimbursed $45,000 toward the purchase price. After reviewing the budget status, everyone agreed the full purchase price could be paid using from more than one line item. The purchase order needs to be provided to the state by Aug. 13 and road department is still looking into the details of proper disposal of the county truck with over 400,000 miles on it, being put out of service. Also discussed was the in house bridge project being started on Doll road and Barry Krause construction is getting ready to start the Shockley road slab project.

Clerk Lietzow had been contacted by Robert Conaway from Archer‑Elgin Engineers, who is still waiting on receiving contact information for property owner at the Valentine Ford BRO bridge project; he asked if he needed to come to the meeting in person and she said that wasn’t necessary, that she would make sure one of the Commissioners’ followed through with making the connections.

Commissioner Jerry Lairmore made a motion to purchase new dump truck off MoDOT’s bid process as part of VW Emissions Settlement with federal government. Commissioner Jim Holland seconded the motion. The motion passed by vote:

GENERAL DISCUSSION

Clerk Lietzow was congratulated on another smooth election this week; she said the 42 percent turnout was better than she had expected and she is glad to have three elections down and only one more to go this year.

Officials from City of Owensville were sitting in on session and introduced the new city administrator, Randy Blaske; he is local and well known to many in the room and was welcomed to the position which he is looking forward to.

Treasurer Mike Feagan presented his monthly account balances to Commission for review and everyone was pleased to see the ending balance in General Revenue to actually be higher than one year ago; he pointed out the CARES Act fund has a balance of $1,702,306.32. He did not yet have the monthly sales tax collections to provide.

Commission welcomed to session, Jeff Arnold, who this week won the Republican nomination for County Coroner; with no Democratic opponent in the November election, he is essentially Coroner‑elect. He said he will contact Clerk Lietzow to schedule an appointment on their agenda next month when meeting in Owensville to talk about moving forward to 2021.

Paul Schulte, Assessor, wanted to let Commission know that he is getting county road maps printed at a source he found in Rolla; they will be same size as the original maps, foldable and will have all the county and state roads on one side and the cities on the opposite side. He worked with his GIS company representative Josie Bock from Clear Basin and they tried to use the large printer in the EOC that was purchased by that office for printing large maps, but without a user’s guide were unable to find a good way to print two‑sided; Commission would like that to be looked at further.

Clerk Lietzow shared with Commission an estimate she received to replace the fire alarm panel; all knew it was outdated, but as long as it was still functioning, was not going to be replaced. Commission will review and decide next week.

Commission received two applications for CARES Act funding that have been approved by MRPC; City of Owensville Parks and Recreation Department in the amount of $1,898.23 was approved and given to Treasurer Feagan for payment.

GENERAL DISCUSSION

Second application was from Gasconade County E911 in the amount of $69,434 and was approved by Commission and given to Treasurer Feagan for payment.

Commissioner Jim Holland made a motion to approve application for CARES Act funds from Gasconade County E911. Commissioner Jerry Lairmore seconded the motion. The motion passed by vote:

REPORT OF FEES

Commission reviewed monthly report of collections from Shawn Schlottach, Collector for the month of July 2020 in the amount of $72,619.87 and from Lesa Lietzow, County Clerk for the same month in the amount of $,2153.00 and from Mark Williams, Sheriff for the same month in the amount of $1,665.75 civil fee fund and $400.00 DSSSF.

ABATEMENTS AND ADDITIONS

Commission received for file abatements No. 2127 through No. 2128 and additions No. 8796 through No. 8810.

GENERAL DISCUSSION

Sheriff Mark Williams and Deputy Darrell Chrisenberry came into Commission meeting to discuss personnel within the Sheriff’s department and asked for closed session and Commission agreed.

EXECUTIVE SESSION

Commissioner Jerry Lairmore made a motion to go into Executive Session to discuss personnel matters authorized by RSMo 610.021 and in compliance with RSMo 610.022. Commissioner Jim Holland seconded the motion. The motion passed by vote:

RECONVENE

Commissioner Jerry Lairmore made a motion to close Executive Session and reconvene as the Gasconade County Commission. Commissioner Jim Holland seconded the motion. The motion passed by vote:

GENERAL DISCUSSION

Upon returning to open session, Commission announced that Sheriff Mark Williams was given permission to hire both full‑time and part‑time deputies and to move the one civil deputy to be a road deputy; also to use other law enforcement agencies to man the Courthouse during court proceedings; also allow overtime to be paid to deputies.

Commissioner Jerry Lairmore made a motion to adjourn commission until Aug. 13, 2020. Commissioner Jim Holland seconded the motion. The meeting was adjourned.
