The Gasconade County Commission met at the Owensville City Hall beginning with Pledge of Allegiance.

Southern District Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated Dec. 30, 2020. Northern District Commissioner Jim Holland seconded the motion. The motion passed by vote:

ROAD CONCERNS AND COMPLAINTS

Commission met at Drake with the road department this morning before coming to Owensville City Hall for session; they reported the discussion to Clerk Lietzow for the official minutes and it was all about budget. All were aware of the over $330,000 in cuts that needed to be made, so they went to work reviewing line by line and presented Lietzow with new pages. Commission wanted it made clear to everyone that even though these cuts were made in expense line items, services will not be cut.

Lietzow asked if they had also reviewed the revenue line items and if they thought it was necessary to tweak any of those numbers, but all agreed they were fine as is.

The only other business was road department had prepared specs for purchase of creek gravel and commission approved and gave to Lietzow for preparation for bid.

GENERAL DISCUSSION

Miskel had received and signed the final four CARES Act applications that they had voted approval last week, based on the assumption MRPC would find them to be in order; he went on to say that he was generally pleased with the distribution of funding throughout the county in all aspects of government, nonprofit and business. While commission didn’t always agree to specifics, he is proud of how it worked out considering in the beginning how slow it was to start. Commission also expressed their appreciation to MRPC for taking this burden of review and approval off their shoulders; while approximately $65,000 remains unused, there is potential for approval during the early part of this year to maybe release those funds too, rather than send them back to the federal government. Lietzow thanked Deputy Treasurer Glenda Shockley for stepping up to help in the absence of Treasurer Mike Feagan last week; she handled banking business for him and made herself available when these CARES Act funds needed to be disbursed, even though she was very busy in the collector’s office.

Since \ Lairmore was not present for budget workshop yesterday, he had reviewed the copies sent to him and had some questions today and the other commissioners shared the changes/suggestions they had made. He asked about surveyor’s budget adding remonumentation back in; Lietzow said she will find out if that has to be done during the last half of 2021 since she has no documentation from the state. He looked at the county expense budget and asked about HRED and if the other two commissioners thought the county was getting any benefit from membership and Miskel, who serves on that board, suggested giving it one more year. As far as the UE budget goes, he thought since they are allowed to either recruit a new hire replacement for Dan Dyer or contract for those services with another agency, maybe a line item should be added for that with funding attached; it was agreed to use the current line for service agreement and add $2,000. He also had questions for Assessor Paul Schulte and commissioners want to visit with Coroner Jeff Arnold as they have questions; it was decided to meet Wednesday, Jan. 13, at 8:30 at the courthouse. 

Lietzow heard from Feagan this morning and sales tax received was $80,575 which was $2,100 more than last January’s payment. She had also heard from Circuit Judge Ike Lamke and after speaking with judges Hellmann and Brehe‑Krueger, the courthouse can move up to Phase 2 of the COVID requirements.

Miskel said he would be attending the Extension Council meeting Monday evening and it would be held both virtually and in person.

Lairmore complimented the Owensville alderman present for cleanup of the city park after the icy conditions last weekend.
