Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Courthouse beginning with Pledge of Allegiance. Attendance: Commissioner Jerry Lairmore, Present; Commissioner Jim Holland, Present; Presiding Commissioner Larry Miskel, Present.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated 2/11/2021 8:30 AM. Commissioner Jim Holland seconded the motion. The motion passed by vote: Jerry Lairmore (Yes), Jim Holland (Yes), Larry Miskel (Yes).

Commissioner Jerry Lairmore made a motion to approve the following items:

ROAD CONCERNS AND COMPLAINTS

Commissioners' said road dept. has done an excellent job this week getting out to blade roads and spread cinders; they have received very few calls of complaint. The only problem they faced, was the diesel fuel gelling in the road graders, but they got that problem taken care of too.

Commission received for file a consent form from Jeffrey Michel on Cross Road Church road.

GENERAL DISCUSSION

Commission received thank you from SEMA for notifying them of the appointment of Clyde Zelch as new EMD; they also let the Commission know of some training that would be very helpful to EMD Zelch in learning the job.

Commission also received the $5000 gift in trust for establishing the Cemetery Fund and it was given to Treasurer Mike Feagan for deposit. Treasurer Feagan gave Commission copy of last week's sales tax receipt showing nearly $10000 ahead already for the year.

Commission mentioned needing to make a decision on how to use the remaining CARES Act funds; they are generally in agreement on outside agencies or businesses, but they also are considering using more of it for county purposes. They agreed to find out more information on the new style water fountains that do not require hand‑use and will get an estimate of cost and also for installation. They also talked about installing a new style front door entrance to the Courthouse that would fit the required historical decor, but in an automated fashion; sources and estimates of cost for that will also be looked into. Lastly, they would like to ask the offices within the building for their thoughts on both these ideas and see if there is anything they might see as a viable improvement using these funds.

Clerk Lietzow said she was able to get the property tax waived from the lease payments being made on the EOC copy machine; she is now talking with Circuit Clerk's office and ask them to look at the 2‑year old machine in the EOC and see if it would have all the features needed for county business and if it would be considered an improvement to relocate to their office.

Clerk Lietzow said this week's bad weather also forced cancellation of the first scheduled health care team meeting; it was to re‑organize and re‑group for the renewal season approaching. She also ask if they would be amenable to participating in a Health Fair Event at the courthouse again as was done a couple years ago; details are yet to be worked out, but with Biometric screening offered that would require employees' fasting, then a breakfast served, advice on proper use of health savings account funds and raffle for free giveaways. Commission agreed it was a great idea; Clerk Lietzow said we have approx. $4,000 accumulated in wellness credits with Cigna and MPR to pay for the one day event probably sometime in May.

Collector Shawn Schlottach had received another tax payment postmarked January but not received in her office until this week so she was asking if it could be accepted with January penalties, but processed in February and Commission agreed; the amount was $1542.74 for T. and L. Robertson.

MOTION/VOTE ‑ ACCEPT JANUARY POSTMARKED TAX PAYMENT IN FEBRUARY WITH JANUARY PENALTY AMOUNT

Commissioner Jerry Lairmore made a motion to accept postmarked tax payment from January in February with January penalty amount. Commissioner Jim Holland seconded the motion. The motion passed by vote: Jerry Lairmore (Yes), Jim Holland (Yes), Larry Miskel (Yes).

GENERAL DISCUSSION

Clerk Lietzow wanted to make a clarification to last weeks' minutes referencing another tax payment that was received in February, but postmarked January; it was said in error that the payment would be accepted without penalties and that is not correct. When accepted, it would be with January penalties even though it was received in February.

Last issue today, was Commissioner Lairmore had spoken with Glenn Ely, Owensville businessman, and he agreed to serve on the Gasconade County IDA Board so Commission voted approval.

MOTION/VOTE ‑ APPOINT GLENN ELY TO VACANCY ON THE IDA BOARD

Commissioner Jerry Lairmore made a motion to appoint Glenn Ely to vacancy on the IDA Board. Presiding Commissioner Larry Miskel seconded the motion. The motion passed by vote: Jerry Lairmore (Yes), Jim Holland (Yes), Larry Miskel (Yes).

Commissioner Jim Holland made a motion to adjourn commission until 2/25/2021. Commissioner Jerry Lairmore seconded the motion. The meeting was adjourned.
