Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Courthouse beginning with Pledge of Allegiance. Attendance: Commissioner Jerry Lairmore, Present; Commissioner Jim Holland, Present; Presiding Commissioner Larry Miskel, Present.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated 3/4/2021 8:30 AM. Commissioner Jim Holland seconded the motion. The motion passed by vote: Jerry Lairmore (Yes), Jim Holland (Yes), Larry Miskel (Yes).

ROAD CONCERNS AND COMPLAINTS

Commissioner Lairmore said road dept. is working on several issues and Commissioner Holland agreed; he said there were some residents in the Pershing area that wanted the road dept. thanked for the work that had been done there. He had also spoken with Jim Moritz regarding the recycled shingles used as dust control; he shared the county's experience with the product, but also put him in contact with others in Iowa where it had worked fine.

Commissioner Holland was also at Drake with the road dept. Tuesday morning when the repr. from the VW replacement program was there to oversee the destruction of the motor and frame of the truck being replaced through this program; all of it was left for the road dept. to keep. He was also at the Swiss building location and looked at the rock along the side of the building where road dept. worked on drainage issue and he said there will have to be a 20‑25 ft. strip of concrete poured for easier access into the building.

Commissioner Holland has received many calls about the condition of Hwy. F and he in turn has made several calls to not only MoDOT, but to state representatives, if only to make them aware of the damage to the highway caused by the additional traffic due to the bridge closure. Clerk Lietzow added that while she knows road dept. grades each road on rotation of 4‑6 weeks, they are having to get back on First Creek and Zastrow roads every couple weeks and that is what is making the county roads better method of detour than Hwy. F.

Commissioner Lairmore said he is still working with Kim Tipton, MoDOT, to complete his LPA training that he had done online; while he has completed the questions and some of the testing, the program is not allowing him to finish. There is a document from Archer‑Elgin engineers awaiting his signature once this is complete, hopefully this afternoon.

Commission received for file from road dept. consent form from Ronald Havelka for Brakemeyer road.

Commission opened 2 bids received for crushed or screened gravel and they will be copied for road dept. review and recommendation for acceptance at next week's session; they are as follows::

GENERAL DISCUSSION

EMD Clyde Zelch was in Commission meeting this morning to update them on some issues and ask their guidance on other issues; he had found some boxes of masks that had been ordered, but the wrong size was sent and they were too small for adults to wear, so he ask if he could donate them and Commission agreed to the schools. He had brought in one of the laptop computers that previous administration had purchased with the intent of each drill participant using during exercises; as he understands it, they did not work properly when used and the hand‑written messages were relied on as backup method. After talking with Ameren UE, they do not have a preference as to which is used; Commission prefers using hand‑written messages so the laptops can be put to use elsewhere. He and Dan Dyer had went to the Doerr building this week and started the generator to let it run awhile and did an assessment of the stored cots, blankets, sandbags and found some items not to be in very good shape; he was instructed to destroy anything as needed but to log all for inventory removal. He said they also went to the Swiss building location and found a lock broke on the storage trailer there, too; he will replace

that himself. He is going to search out the antenna leads for the radio system in his office also today while he is here. Clerk Lietzow said she was recommending to Commission that the large copy machine in the EOC be moved upstairs to replace the main copier in the building in the Circuit Clerk's Office and take over the lease payments; it was verified that it offers all the same options plus more, and the current machine caused more problems this week. It will be disposed of, not moved down to the EOC; a new copier will be purchased if needed for the EOC; Director Zelch said he really needs someone to come in and tell him what all the equipment is for that is in the office; he will try the fax machine to be sure it works, and if necessary, AQM can be called in to check it out.

Commission had received a request from Collector Shawn Schlottach that ask for over‑surplus funds totaling $309.95 be repaid to Stephen or Tina Branson, 305 Arrow Head Trails, Hermann, MO 65041 as they redeem their property sold on the 2019 Land Tax Sale, ie: Lot 11, Block 3, Gascony Village. Commission agreed and gave to Treasurer Mike Feagan to issue payment. Treasurer Feagan also gave Commission his report on sales tax received this week totaling $92600.36; as compared to one year ago, it was nearly $11000 higher and brings the yearly total to over $20000 ahead of one year ago.

Presiding Commissioner Miskel handed out copy of an article from the St. Louis Post Dispatch that says legislation is moving forward in the Missouri House to tax online purchases; it would require companies to charge sales taxes when people use the internet to shop. Governor Mike Parson is in full support in order to level the playing field between brick and mortar stores and their e‑commerce competitors, something this Commission has been saying for a long time. Clerk Lietzow mentioned that Commission has been invited to attend the next board meeting of E911 on April 14 at 9:00 am to discuss this very subject; Lisa Schlottach, Admin. called asking for their attendance and offering their support if the Commission is considering going back to the voters this year asking for the usetax. Their decision will partially depend on this legislation.

Presiding Commissioner Miskel also handed out some additional information regarding another round of federal funds for coronavirus relief; in this round, Gasconade County is set to receive over $2.8 million with no detailed guidance offered as of yet. In addition, this round includes separate funds being sent to the cities within the county, that is over and above the county allotment.

A couple housekeeping issues Clerk Lietzow mentioned, she had spoke with the Juvenile Office and they will be resuming use of their office in the building; they did not use it during COVID 19 pandemic last year and because the new officer they had hired for Gasconade County was not traveling. A new officer has been hired for Gasconade County and will actually be in the building tomorrow to meet Clerk Lietzow. She also announced that she found one of the ozone machines on a shelf in the basement of the Courthouse but still looking for the other one; since it is much smaller than everyone remembered it to be, Sheriff's Office is looking again at the Swiss location. Clerk Lietzow also told Commission about the request Sheriff Eiler made last week for the prisoner bathroom in the north Sheriff's office location to be fixed for their use so she has called the plumber; an issue occurred last week involving a prisoner in one of the public area bathrooms.

Regarding the existing CARES Act funds still remaining in the county's bank account, a bid was received from Maciejewski Plumbing and Heating in Owensville for providing 2 of the new style water fountains the Commission was wanting and including installation of the 2 fountains, the total was $3300. While the actual price of the fountain was slightly higher buying locally rather than from the internet, Commission agreed they would rather buy locally and have it installed locally and voted approval.

MOTION/VOTE ‑ ACCEPT BID FROM MACIEJEWSKI PLUMBING AND HEATING FOR NEW WATER FOUNTAINS AND INSTALLATION

Commissioner Jim Holland made a motion to accept bid from Maciejewski Plumbing and Heating for new water fountains and installation. Commissioner Jerry Lairmore seconded the motion. The motion passed by vote: Jerry Lairmore (Yes), Jim Holland (Yes), Larry Miskel (Yes).
