Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Courthouse beginning with Pledge of Allegiance. Attendance: Commissioner Jerry Lairmore, Present; Commissioner Jim Holland, Present; Presiding Commissioner Larry Miskel, Present.

PRIOR MINUTES
Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated 3/11/2021 8:30 AM. Commissioner Jim Holland seconded the motion. The motion passed by vote: Jerry Lairmore (Yes), Jim Holland (Yes), Larry Miskel (Yes).

ROAD CONCERNS AND COMPLAINTS
Commissioner Lairmore said road dept. is out working on the muddy roads and doing a good job getting them and keeping them in shape; Commissioner Holland agreed.

Commissioner Lairmore was finally able to sign the document from Archer‑Elgin engineers that required his LPA certification; he thanked Kim Tipton, MoDOT, for helping him work through this lengthy process. Presiding Commissioner Miskel called Rob Conaway of Archer‑Elgin to see if anything else was needed to keep the project on the original timeline and he said that is all.

Drew Andrade, Advanced Drainage Systems stopped in Commission meeting to talk to them about the plastic culvert pipe their company has been selling to many counties in the state, including some neighboring Gasconade, and now also to MoDOT regions throughout the state. He talked about the 100 year lifespan being one of the biggest selling factors, in addition to being fire retardant, and for the 12‑24 feet lengths, cheaper than metal and much easier to handle. He said another benefit of plastic is there is nothing to obstruct the flow through, like with metal where there are rivets, so that allows counties to drop down one size in diameter to save cost. He said he knew that Viebrock has bid the black polyethylene pipe before, but this gray pipe is polypropylene. Commission offered that he could stop at the road dept. shed on his way back today and leave some information for them before the bids are solicited in a few months.

Clerk Lietzow gave each Commissioner copies of the job applications received for the ISM position; they will check their calendars and confirm a date for interviews soon. Debbie Thomas has offered to make the appointments for them.

The following bids were received for crushed or screened gravel; road dept. recommended only accepting Stephan Brothers bid because Gleeson's bid was considerably higher. Commission decided to accept both bids, while using Stephan Brothers as primary, but just in case they could not provide, then county could buy a small amount from Gleeson's.

MOTION/VOTE ‑ ACCEPT BOTH GRAVEL BIDS RECEIVED WITH STEPHAN BROTHERS AS PRIMARY
Commissioner Jerry Lairmore made a motion to accept both gravel bids received with Stephan Brothers as primary. Commissioner Jim Holland seconded the motion. The motion passed by vote: Jerry Lairmore (Yes), Jim Holland (Yes), Larry Miskel (Yes).

GENERAL DISCUSSION
Commissioner Holland wanted to offer condolences from Gasconade County to former Montgomery County Commissioner John Noltensmeyer with the loss of his wife this week.

Clyde Zelch, EMD came into Commission session to update them on progress he is making on several fronts; he recommended spending some money on advertising the RAVE emergency alert messaging system on how to enroll, even with a cellphone, or if they want to be removed from the system, for which there are some valid reasons. He had been asked by Sheriff Scott Eiler about being able to fine tune the area a message is distributed, ie: not countywide, more localized and Director Zelch will work on that, too. He also said that former Director Dan Dyer will consider this to be his last month, unless there is an event or issue that Director Zelch could call him for later; his last timesheet will be submitted before month end. He is still working on tracing the antennas for the radios in the EOC; he attended a SEMA meeting yesterday and some of the discussion centered on the EMPG, emerg. mgmt. planning grant, and the fact that Gasconade County no longer qualifies. It was explained to him that it was the lapse in applying the last few years that led to SEMA's discovery that with no county funds expended for the office, in their opinion we do not qualify. Clerk Lietzow and Presiding Commissioner Miskel remembered that discussion but Commission is not convinced that can't be changed.

Clerk Lietzow notified Commission that there would be some orange trash bags sitting by the Courthouse dumpster that come from community service workers that have been to court for offenses committed within the City of Hermann, but since no one is overseeing their work, the court staff has had to do so; this is temporary, and will not continue, so Commissioner Holland will check in with the courts.

She also provided Commission the date set for the upcoming Health Fair event; scheduled for May 11, with more details to come; she also said the health questionnaires were all submitted to Anthem by the broker to solicit quote.

Commission received for file the annual Outlawed Personal Property Tax court order from Shawn Schlottach, Collector in the amount of $16772.16.

Presiding Commissioner Miskel wanted to make some decisions regarding spending of the remaining CARES Act fund dollars for county usage; Commissioner Lairmore will contact Maciejewski to give them the go ahead on getting and installing the new water fountains. Commissioner Holland will follow up with getting a bid on the new wooden entrance doors to be built and installed. Sheriff Eiler had quoted the new metal detector for use at the front door which has the built in thermometer at $3857 and he was given authority to purchase; they want to talk more with him regarding the Centurylink versus Callabyte faster internet which would require a buyout of the existing contract. Other projects to begin the bid process on will be interior painting of the public hallways on both floors and public bathroom on both floors, repair of an office ceiling and in addition, painting the wood trim around the windows and front porch of the red brick house that sits below the Courthouse as part of the property; Courthouse Restoration Funds will be used to cover that cost. Clerk Lietzow ask that the parking lot upgrade not be forgotten so Commissioner Lairmore will ask the road dept. to come to the Courthouse on a Thursday morning when they are meeting here so everyone can look at what needs to be done and an estimate of cost can be prepared; that is a budgeted item in buildings and grounds budget. Other items mentioned by Sheriff Eiler for consideration were a new camera system for the interior public areas and exterior Courthouse and for the Swiss location, replacement of the carpet flooring which was the original when the county first remodeled.

MOTION/VOTE ‑ APPROVE SHERIFF SCOTT EILER PURCHASING NEW METAL DETECTOR WITH BODY TEMP SCANNER THROUGH CARES ACT FUNDS
Commissioner Jerry Lairmore made a motion to approve Sheriff Scott Eiler purchasing new metal detector with body temp scanner through CARES Act funds. Commissioner Jim Holland seconded the motion. The motion passed by vote: Jerry Lairmore (Yes), Jim Holland (Yes), Larry Miskel (Yes).
