Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Owensville City Hall beginning with Pledge of Allegiance. Attendance: Commissioner Jerry Lairmore, Present; Commissioner Jim Holland, Present; Presiding Commissioner Larry Miskel, Present.

PRIOR MINUTES
Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated 3/25/2021 8:30 AM. Commissioner Jim Holland seconded the motion. The motion passed by vote: Jerry Lairmore (Yes), Jim Holland (Yes), Larry Miskel (Yes).

Commissioner Jerry Lairmore made a motion to approve the following items:

ROAD CONCERNS AND COMPLAINTS
Commission met at Drake first this morning with road dept. and upon convening at Owensville City Hall, reported the following discussion to Clerk Lietzow for the official minutes: there was not a lot to report other than the new truck came in that was purchased as part of the VW reclamation program and Commissioner Holland was thanked for his efforts in seeing this through to benefit the road dept. Commissioner Lairmore said that employee Keith Lottmann has stepped up to help Supervisor Wayne Kottwitz while Roger Dahl is recuperating from surgery at home.

Presiding Commissioner Miskel announced that Rhonda Stoker is the new employee hired to replace the retiring Debbie Thomas at the road dept. and she will be starting officially April 12. Commissioner Lairmore said he has been checking on the roads in his area that have chip and seal to see where patching needs to be done and so has Commissioner Holland who has even received a thank you call he passed on to the road dept.

Some of the employees in the road dept. were asking about the short‑term disability policy offered through Colonial Life and Accident insurance company and whether county sick leave days are to be used before this policy would go into effect or are they used in conjunction with each other; Clerk Lietzow isn't familiar enough with the disability policy to answer that question, so Commission ask if she could check into it.

Commission opened 3 bids received for cutting edges and 3 bids received for cold mix, which included the option of renting a roller to use; bids will be copied for road dept. review and recommendation for acceptance at next week's session.

Commissioner Lairmore said Rob Conaway from Archer‑Elgin engineers was at the road dept. this week and said the BRO project on Valentine Ford road is on schedule for bid letting during the month of April. Commissioner Lairmore also said he is meeting with Supervisor Kottwitz today to look at some areas of concern that he has found, one in particular on Lahmeyer road.

Clerk Lietzow wanted to mention for the record that MoDOT has spent most of this week actually re‑applying asphalt to all the areas on Hwy. F that have crumbled under the heavier traffic due to the bridge closure on Hwy. J; she also mentioned that the county roads are being kept in good shape through this process also.

Commissioner Jerry Lairmore made a motion to award herbicide spray bid to MFA Owensville. Commissioner Jim Holland seconded the motion. The motion passed by vote: Jerry Lairmore (Yes), Jim Holland (Yes), Larry Miskel (Yes).

ROAD CONCERNS AND COMPLAINTS
After review of the following bids received for concrete, road dept. recommendation was to accept all 3 bids and they will use based on cheapest product available at time of need and closest to area needed and Commission agreed.

MOTION/VOTE ‑ AWARD REBAR BID TO BECKER MILLWORK
Commissioner Jerry Lairmore made a motion to award rebar bid to Becker Millwork. Commissioner Jim Holland seconded the motion. The motion passed by vote: Jerry Lairmore (Yes), Jim Holland (Yes), Larry Miskel (Yes).

GENERAL DISCUSSION
Commission did not have much for correspondence to address today, other than to mention for the record that the lawsuit presented last week in closed session by Sheriff Scott Eiler was for a Sunshine Law Request violation involving his dept. in July 2019 before he was Sheriff; Clerk Lietzow submitted to the insurance company that covered county in 2019, which was MOPERM, and they denied coverage due to the charges being for violating Missouri Law. She has now submitted to the county's current carrier, Traveler's and is still awaiting response.

Commission ask Owensville city officials what was new and they mentioned the new police station should be on track for opening first part of May when they will have an open house, before it closes for official use.

REPORT OF FEES
Commission reviewed monthly report of fees collected by Scott Eiler, Sheriff for the month of March 2021 in the amounts of $1779.04 civil fee fund and $420.00 DSSSF; also from Lesa Lietzow, County Clerk for the same month in the amount of $30.00.
