Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Courthouse beginning with Pledge of Allegiance. Attendance: Commissioner Jerry Lairmore, Present; Commissioner Jim Holland, Present; Presiding Commissioner Larry Miskel, Present.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated May 6, 2021. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 117105 through 117144. Commissioner Jim Holland seconded the motion. The motion passed by vote:

Jim Holland (Yes),
Larry Miskel (Yes).

ROAD CONCERNS AND COMPLAINTS

Commissioner Lairmore received a report of trash dumped in a county road ditch so he is going to take care of getting it picked up; it’s brush that was dumped on the upper side of a culvert pipe which obviously obstructed the drainage. Commissioner Holland said he had a few small issues; he has heard from several residents happy the Hwy. J bridge is open again and Clerk Lietzow concurred adding that they completed the project almost within the 90 day timeframe given in the beginning.

Since no new applications were received for the brush cutter position, Commission looked at two that were in the file that came in since last time they advertised, which was December 2019. Those will be passed onto the road department and they can decide whether to call and see if they are still interested.

Clerk Lietzow was notified by Purple Wave online auction that the two items from the road department had sold; more details will follow and Commission was very happy with the results.

Commission was notified of a permit expansion filed with MoDNR by River Cement Co. for their existing permit to mine clay in Section 21, Township 44N, Range 5W which is along Krull road.

GENERAL DISCUSSION

Commission spoke about the Health Fair held at the Courthouse on Tuesday and the great participation by county employees; they agree it’s a worthwhile event and thank members of the Health Care Team for their efforts in preparing for it. Clerk Lietzow in turn thanked Commission and Treasurer Mike Feagan for preparing breakfast which was very welcome after everyone had fasted for the Biometric Screening. She added that it was a lot of work coordinating all the events scheduled for the day and said the cost is over $3,000 and paid from the Wellness Credits accumulated being part of the Midwest Public Risk pool of government employers.

During that event, there were representative of the Truman VA Hospital that stopped in just to leave some information so Presiding Commissioner Miskel and Treasurer Feagan took time out to meet with them; they were here to promote the CEC, Community Employment Coordinator, which is focused on finding employment for veterans looking for work. Presiding Commissioner Miskel asked if there was a chance that the VA would set up an office at the Courthouse again for once a month visits with veterans; they agreed to check into it. While the mobile unit provides helpful information, there is never advance notice given when they are coming, so people interested only find out by accident.

Treasurer Feagan updated the Commission on the scheduled ZOOM meeting MRPC was hosting last Friday in regard to ARPA; the meeting was rescheduled for May 19, in order to reach more participants. He has registered to actually go in person to St. James to their office and will report back; in the meantime, he will log onto the website given to verify county contact and pertinent information as it relates to receiving the funding. Clerk Lietzow said she would have went to the meeting also, but she and Deputy Clerk Lorrie Koelling will be gone to an Election Board conference Tuesday and Wednesday next week.

Presiding Commissioner Miskel said he will be going to MRPC for meeting this evening; Commissioner Holland said he attended two ZOOM meetings this week. Clerk Lietzow said the private audit firm conducting the single audit for the county will be on site at the Courthouse this afternoon and Friday to gather information from elected officials that has not been submitted electronically.

Presiding Commissioner Miskel mentioned that the Missouri legislature passed the budget and transportation tax legislation and sent to Governor Mike Parson to sign; also the Missouri River Runner train second stop in Hermann and Washington allowing for day trips. He went on to say the Wayfair, usetax legislation currently has a House version and Senate version which needs to be combined into one before going to Governor Parsons’ desk.

Presiding Commissioner Miskel wanted to mention that this is National Police Week, so he wanted to thank municipal law enforcement and also county law enforcement officers for the jobs they do, risking their lives daily. He went on to thank Sheriff Scott Eiler for a job well done since taking office and commented that everything seems to be going very well.
