Gasconade County Commission Minutes

The Gasconade County Commission met with Commissioner Jerry Lairmore at the Courthouse beginning with Pledge of Allegiance. Attendance: Commissioner Jerry Lairmore, Present; Commissioner Jim Holland, Present; Presiding Commissioner Larry Miskel, Absent.

PRIOR MINUTES

Commissioner Jim Holland made a motion to approve prior commission minutes dated June 3, 2021. Commissioner Jerry Lairmore seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jim Holland made a motion to approve the following items: warrants for payment 117203 through 117207. Commissioner Jerry Lairmore seconded the motion. The motion passed by vote:

Jim Holland (Yes),
Larry Miskel (Absent).

ROAD CONCERNS AND COMPLAINTS

Commissioner Lairmore agreed to serve as Presiding Commissioner today and reported there were no employees at the Drake shed when he stopped this morning, they were all out working; he picked up the bid specifications prepared for chip and seal projects to be finished this year. Clerk Lietzow and ISM Rhonda Stoker had worked on them last Thursday but there were still some questions that needed answering; now they are ready to be advertised.

Commissioner Holland didn’t have anything special to report either because most everything has been taken care of.

Commission received an invoice from Archer Elgin engineers for the BRO project on Valentine Ford road; electronic signatures were needed by MoDOT’s Kim Tipton for the extension paperwork and that has been done.

Commission opened two bids received for all fuel to be used by the road department and one bid received for all tires to be used; bids will be copied for road department review and recommendation at next week’s session. It was noted that another tire bid came in after the deadline.

GENERAL DISCUSSION

Commissioner Holland reported the new air conditioning unit was installed at the Sheriff’s Satellite office at Swiss; he also had spoken with Kelly Sink at MRPC about whether the CARES act funds could be used to pay for this replacement, and with proper documentation, she agreed it could be. Hopefully at next week’s session, Commission will be able to finalize the spending for those remaining funds; if not, with no session scheduled for June 24, there may need to be a special session June 28, 29 or 30 to finalize, as that is the deadline for returning the unused funds.

Clerk Lietzow asked Commissioner Holland if he had any more information on the low interest loans offered by Missouri Division of Energy for making energy efficient improvements in county buildings; he referred to this at last week’s session and she wanted to see how it compared to the last time the county utilized this offer, which was in 2012.

Treasurer Mike Feagan presented Commission with the very positive sales tax numbers received this month, being the highest monthly amount since Sept. 2019. Obviously, the tourism industry plays a significant role in those numbers and it was mentioned that Amtrak will now be stopping in Hermann twice daily allowing for day trips.

Last issue Commission needed to address today was that Steven Campbell, director of Scenic Regional Library Board, notified them that the four year terms of Kathleen Ham, 4420 Hwy. Z, Berger, MO and Robert Niebruegge, 1802 Southridge Lane, Owensville, MO will expire June 30 and both have agreed to continue serving, so the Commission agreed to reappoint.

MOTION/VOTE REAPPOINT KATHLEEN HAM AND ROBERT NIEBRUEGGE TO SCENIC REGIONAL LIBRARY BOARD

Commissioner Jerry Lairmore made a motion to reappoint Kathleen Ham and Robert Niebruegge to Scenic Regional Library Board. Commissioner Jim Holland seconded the motion. The motion passed by vote:

REPORT OF FEES

Commission reviewed monthly report of gross collections by Shawn Schlottach, Collector for the month of May 2021 in the amount of $170,463.12.

ABATEMENTS AND ADDITIONS

Commission received for file additions No. 9008 through No. 9019.

ADJOURN

Commissioner Jim Holland made a motion to adjourn commission until June 17, 2021. Commissioner Jerry Lairmore seconded the motion. The meeting was adjourned.
