An Owensville man with an extensive criminal history is jailed following a high-speed pursuit coming into Owensville on Thursday evening.

Bond for Randall Scott Kloeckner,  Sr.,59, was set at $100,000 cash or surety on state felony allegations of resisting arrest by fleeing (class E), possession of a controlled substance (class D — methamphetamine), and driving while suspended (class E).

Owensville Police Det. Rob Green said Gasconade County Sheriff’s deputy David Mabe called for assistance after Kloeckner drove north past him south of town on Highway 19 at 95 miles per hour. 

Mabe turned around, according to Green, and followed him into Owensville. Green, who had set up south of town to intercept the speeding motorist, said Kloeckner was travelling at 115 mph when he entered the south city limits in a 2004 Dodge Stratus.

He ran one passenger car off the road and clipped the front push bar on a Dodge flatbed pickup truck, causing the truck’s driver to go into the ditch. Neither driver remained on the scene to file a report, according to Green.

Kloeckner drove through the Save-A-Lot parking lot and through the east neighborhood streets of Monroe, Spring and Madison. He crossed 19 and went through the ditch by a day care center before heading west on Madison to Hickory. There, he went south and entered a mobile home park’s driveway which dead-ends. He got out of his vehicle and attempted to flee on foot but when he looked back, briefly, Green arrested him at gunpoint. 

Once on the ground, Green said Kloeckner attempted to resist arrest again as he was being handcuffed. Three lawmen joining in to assist on the pursuit quickly pinned him to the ground by kneeling on his back.

As he crossed a dip in the road on East Madison, all four wheels came off the ground. Green said Kloeckner tore a hole in the car’s oil pan. It was not his car. He told police the reason he fled was he was driving without a valid license.

Kloeckner, who lives in the 800 block of Hickory, has a criminal history which requires him to register as a sex offender for a 1998 class A misdemeanor conviction for second-degree child molestation of a 13-year-old female in Hillsboro, Mo. He was 38 at the time.

Kloeckner has multiple arrests and convictions for felony driving while revoked/suspended and felony driving while intoxicated as a habitual offender. He had been sentenced to several four and five-year prison terms over the past 20 years but court records indicate he would do 120 days and be released on parole.

He has pending felony charges from January 2019 and January 2017 alleging offenses including DWI as a habitual offender (Carter County) and driving while revoked/suspended (Gasconade County).

Kloeckner appeared in custody on Monday before Associate Circuit Judge Ada Brehe-Krueger for arraignment. A not guilty plea was entered on his behalf and he requested a public defender be appointed to him. He was scheduled to have a hearing at 9 a.m. this morning (Aug. 14) for status of his counsel request and the setting of a preliminary hearing.

He remains in custody of the Crawford County Jail in Steelville.

Green said he has also issued nine Owensville Municipal Court summonses against Kloeckner including three counts of careless and imprudent driving, leaving the scene of an accident, and property damage.

He also cited Kloeckner for speeding 115 mph in a 55 mph zone and driving with a suspended or revoked license.
