Logan charged in Washington County criminal cases following Potosi pursuit

The twin brother of an Owensville man charge recently with theft crimes in Gasconade County remains in custody of Washington County’s sheriff’s department for his alleged part in several thefts locally.

The Independent Journal out of Potosi, Mo., reports that on July 8 a sheriff’s deputy there  observed a vehicle pulling a trailer near the intersection of Highway 8 and Route O. Deputy Steven Rion attempted to stop the vehicle for a traffic violation but the driver, later identified as William James Logan, 38, of Rosebud, pulled into a residential driveway.

Logan “immediately maneuvered his vehicle around” toward the deputy’s vehicle, forcing Rion to back into a ditch to avoid a collision. 

A pursuit began onto Highway 8 west into Potosi and went north onto Highway 21 around the blocking attempt of another deputy. Stop sticks were successfully deployed at the intersection of 21 and Route E and slowly began deflating two tires on the truck Logan was driving but he continued to flee north on 21. 

Logan swerved off the roadway near Miller Road, exited the truck and fled across a barbwire fence. Logan was tackled to the ground, resisted arrest but was taken into custody.

Deputies learned Logan had exited the vehicle with a firearm but threw it away while scaling the fence. A white female passenger was also arrested at the scene without incident. The vehicle, trailer and firearm were reported stolen and have been recovered and released to the rightful owner.

The truck and trailer were reported stolen, along with a lawnmower, from a residence in Osage County near Cooper Hill. They belonged to an Owensville man. The mower was recovered recently from a residence near Leslie in a joint investigation by Gasconade and Franklin County deputies. 

At least two others have been arrested in connection with separate incidents originated from that same location in the Leslie area and face felony charges as previously reported in The Republican.

Washington County deputies learned during their investigation that Logan had intended to shoot at deputies during this attempted escape, “but due to reasons unknown, did not,” the Journal reported.

Logan is jailed at the Washington County Detention Facility. He was charged with first-degree assault on a law enforcement officer, armed criminal action, tampering with a motor vehicle, stealing over $750, theft of a firearm, unlawful possession of a firearm, two counts of resisting arrest, first-degree property damage, driving with a revoked license, and leaving the scene of a motor vehicle accident. A cash-only bond of $75,000 was set.

The female passenger was released without charges, the Journal reported.

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the National Geospatial-Intelligence Agency (NGA)assisted with the recovery of the firearm “which was found in very dense undergrowth,” the report from Washington County’s sheriff noted.

Logan’s brother, Douglas Keith Logan, was found hiding in the closet of an Owensville residence early on the morning of July 25 after Owensville police received a tip during the county fair about his whereabouts.

Gasconade County Sheriff’s deputies and Owensville police went to the residence in the 300 block of Springfield Road and located Logan in a closet. The Gasconade County Sheriff’s Office was looking for Logan and listed him as their “Most Wanted Fugitive” on their social media Facebook page.

Logan, 38, was wanted for parole violation on the original charges of second-degree burglary and stealing more than $750. He was also being sought on a felony contempt of court charge.

Logan was transported to the Crawford County Jail and incarcerated without bond. He was returned July 26 to the Missouri Department of Corrections.
