City late filing financial report with state

The state auditor’s office has issued a report noting which counties and cities have not filed end-of-year financial reports due June 30.

The City of Gerald was listed as not having filed the report, however the city did file an addendum concerning income from the municipal court.

City Clerk Shelley Smythe says she did not hold her position last June and therefore was unaware the report needed to be filed with the state auditor.

Smythe says she received an email (addressed to a former city clerk) earlier this month notifying her the city was not in compliance.

Smythe has been in contact with Daphne Denich, a local government analyst with the auditor’s office.

A $500 per day fine can be levied against a city for failure to submit the financial report.

Smythe told The Republican she emailed the required report to the auditor’s office late Monday afternoon. In a phone call, Smythe says Denich told her, “We’re good.” She believes this indicates the potential fine will not be levied.

Part of the financial report required to be filed, includes an addendum concerning municipal court revenue. Smythe says that portion was filed in a timely manner and the auditor’s report confirms that.

One last additional report on the municipal court still needs to be signed by the mayor, notarized and then sent to the state. Smythe believes this will be sent Thursday.

The city has gone through at least four city clerks or interims in the last several years. Each one seems to take the institutional knowledge necessary to run the city with them when they leave.

Smythe says she is already working on a master list of what the clerk needs to do on a daily and monthly basis.

Now that the city has hired a city administrator perhaps their oversight will help keep the city on track through future personnel changes.
