Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Courthouse beginning with Pledge of Allegiance.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated May 21, 2020. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 115511 through 115519. Commissioner Jim Holland seconded the motion. The motion passed by vote:

Larry Miskel (Yes).

ROAD CONCERNS AND COMPLAINTS

Commission approved the bid specs prepared for the Shockley road low water slab project; Clerk Lietzow will prepare ad and send specs to vendors; it was also mentioned that the base is complete on Frene Creek road in preparation for chip and seal.

GENERAL DISCUSSION

Commission received the final draft of the CARES Act reimbursement application as prepared by MRPC with instructions on how to proceed for any entity, including county, wanting to submit for funds to be reimbursed; Treasurer Mike Feagan was given the official documents since he will actually be writing the checks. MRPC will be issuing a press release announcing this stage of the process and also notify entities within the county, i.e.: cities, schools, fire, EMS, hospital; Clerk Lietzow asked about County Health Department, Sheltered Workshop, Mental Health, Library, which are all taxing entities within the county and Commission agreed.

Sheriff Mark Williams then came into the meeting with a draft of the courthouse reopening plan as it relates particularly to his office handling the extra duties; he has talked with Judge Ada Brehe‑Krueger and will be talking with Circuit Judge Ike Lamke for further clarification of the process for court employees and officials in handling court proceedings which will begin June 3 and 4. He has talked with Presiding Commissioner Miskel in working out the details as it relates to the rest of the county employees and officials, and after today’s meeting the draft will become the official plan as it stands now, with all understanding it could be altered as necessary; implementation will begin Monday, June 1, with the opening of the building to the public. Sheriff Williams will be sure prior to that day, proper signage is in place to instruct everyone as to the plan; Clerk Lietzow will be sure all employees and officials are given a copy of the official plan before leaving on Friday. The biggest changes for those who work in the building will be: entering through the front door to be tested every morning and upon re‑entry in the building during the day and locking of the building between 12 noon and 1 p.m. for lunch hour, when no-one will be coming and going.

The last issue Presiding Commissioner Miskel wanted to act on regarding Sheriff Mark Williams, was his request to stay on in the position he is currently serving, which is as interim sheriff, through Dec. 31, 2020. In an effort to provide continuity and stability for the department in this calendar and budget year, it was agreed by all that made more sense than the original idea to appoint the newly elected Sheriff after the November election is certified.

Commissioner Jim Holland made a motion to amend original motion to now extend appointment of interim sheriff Mark Williams through Dec.31, 2020. Commissioner Jerry Lairmore seconded the motion. The motion passed by vote:

ADJOURN

Commissioner Jerry Lairmore made a motion to adjourn commission until June 4, 2020. Commissioner Jim Holland seconded the motion. The meeting was adjourned.
