Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Courthouse beginning with Pledge of Allegiance. Attendance: Commissioner Jerry Lairmore, Present; Commissioner Jim Holland, Present; Presiding Commissioner Larry Miskel, Present.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated April 22, 2021. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 117060 through 117081. Commissioner Jim Holland seconded the motion. The motion passed by vote:

Jim Holland (Yes),
Larry Miskel (Yes).

ROAD CONCERNS AND COMPLAINTS

Commissioner Lairmore said several issues had been taken care of by the road department; he again commented on Rhonda Stoker doing a good job in taking over for Debbie Thomas; he said the retiree luncheon tomorrow starts at 11:30, 12:00.

Commissioner Holland also said he had a few issues which have been taken care of; he also wanted to mention for the record, that he received a compliment on one of the road grader operators and the job they were doing.

Clerk Lietzow had prepared for Presiding Commissioner Miskel’s signature, a quarterly report of expenses paid on the BRO project that can now be submitted to MoDOT for reimbursement. She also mentioned an ad should be in the newspapers this week for vacancy in the brush cutter position with a deadline of May 12 for submission. Commissioner Lairmore said he told the road department that they needed to keep someone in the brush cutter position until someone new is hired, because this time of year, the brush will grow too much just to let it go.

Presiding Commissioner Miskel said the Missouri Senate has approved the fuel tax increase and passed it on to the House where there could be a problem getting it called up for a vote, even though this version follows the South Carolina model which allows for anyone not wanting to pay the increase, to be allowed to request reimbursement.

Commission opened two bids received for p-gravel, four bids received for white rock, two bids received for liquid asphalt and one culvert pipe bid; they will be copied for road department review and recommendation for acceptance at next week’s session.

GENERAL DISCUSSION

Presiding Commissioner Miskel also said the Missouri River Runner train legislation asking for a second stop per day in Hermann is still making it’s way through the legislature.

Commissioner Lairmore said he attended the GVEZ meeting last week where Hermann City Administrator Mark Wallace was recognized for his years of service as he retires; he has agreed to stay on to help out for a short while.

Mike LeRoy, who has a business in Rhineland building doors like what the Commission is looking for at the Courthouse, wanted an opportunity to ask them if they might consider not just replacing the doors themselves, but also replacing the structure from brick to brick including the side panels and upper panels of windows. He would be interested in bidding the job, and would like to see it completed fully all at the same time. He is very familiar with working on historical buildings and the unique challenges they bring in making the old look and function as new and modern. He explained his recommendation which included an electric/hydraulic opener in the floor, rather than the upper closure system. He and the Commission looked again at the area and agreed he could submit a bid accordingly; as far as the north door and the east door, which are employee entrances, that will remain as door replacement projects only. Contractor Glen Englert was also present for the meeting, as he would be the general contractor on the job, and he will prepare a set of specifications that Commission could use to solicit other bids from any contractor also interested in the project. Mr. LeRoy showed the Commission the type wood he would use since the pine is no longer available, and that is mahogany.

Clerk Lietzow said she had submitted for bids the painting job Commission was wanting; those are due May 20. Also due that day, Treasurer Mike Feagan had prepared new specifications for the county bank depository and Clerk Lietzow had prepared the ad for publication, asking for any bank in the county seat to submit if interested; the specifications needed only minor adjustments from four years ago. Clerk Lietzow also reminded Commission of the upcoming Health Fair event scheduled for May 11 at the Courthouse; they agreed to work with Treasurer Feagan writing lists of items needed for cooking breakfast that day.

EMD Clyde Zelch was sitting in Commission meeting, only to remind them of the upcoming dress rehearsal drill for the Callaway Nuclear Power Plant on Aug. 19 and will remind again closer to time; he also wanted to ask about some other items listed on the job description that he wanted to know if he was to pursue, i.e.; active shooter drill, fire drill, AED training, first aid training. Commission agreed yes to all of them, working with Sheriff Scott Eiler as needed and coordinating with Clerk Lietzow. He also agreed to deliver to the Rosebud American Legion, the used flag collection box that had been donated to the county with hopes of Commission finding a home for it.

Buck Collier, Gasconade County Republican ask if anyone knew of a final completion date on the new bridge project on Highway J, west of Hermann; Clerk Lietzow was informed by those working with the bridge company, that the goal was by May 10.
