Gasconade County Commission Minutes

The Gasconade County Commission met with Presiding Commissioner Larry Miskel at the Owensville City Hall beginning with Pledge of Allegiance. Attendance: Commissioner Jerry Lairmore, Present; Commissioner Jim Holland, Present; Presiding Commissioner Larry Miskel, Present.

PRIOR MINUTES

Commissioner Jerry Lairmore made a motion to approve prior commission minutes dated April 29, 2021. Commissioner Jim Holland seconded the motion. The motion passed by vote:

WARRANTS FOR PAYMENT

Commissioner Jerry Lairmore made a motion to approve the following items: warrants for payment 117082 through 117104. Commissioner Jim Holland seconded the motion. The motion passed by vote:

ROAD CONCERNS AND COMPLAINTS

None of the Commissioners’ had any issues to mention for the minutes this week; they did not meet at Drake first this morning before coming to Owensville, as they instead attended National Day of Prayer services at the First Baptist Church and then enjoyed a fellowship breakfast.

Commission mentioned that the new bridge being constructed on Hwy. J west of Hermann should open to traffic on Monday, May 10, which is nearly on time as projected. Clerk Lietzow mentioned that the Hafertafe road low water slab project is due for bid opening May 20 and she was contacted again by Construct Connect, an online website that posts these type projects for bid. This was the same company that estimated the cost of last year's project at $250,000 when in reality it was less than $50,000, so she asked them not to post an estimate since the Commission does not issue one, but they indicated it was required. When they asked her to estimate cost, Clerk Lietzow said it was not her place, nor was it theirs.

Commissioner Lairmore tried calling the road department during session for their recommendations on bids opened last week, and did not get an answer at the Drake shed; he will be reminding them to get a new answering machine since the old one is obviously not working. There was only one bid submitted for culvert pipe, so the road department recommended accepting and Commission agreed:

Commissioner Jerry Lairmore made a motion to award culvert pipe bid to Metal Culverts Inc. Commissioner Jim Holland seconded the motion. The motion passed by vote:

Commissioner Jerry Lairmore made a motion to award bid for white rock as detailed. Commissioner Jim Holland seconded the motion. The motion passed by vote:

GENERAL DISCUSSION

When reviewing bills for payment, Commissioner Holland mentioned holding payment back to Clear Basin for the Assessor’s office; he has been talking with them weekly and they have agreed to give the county credit for time when the GIS system is not working, but yet they billed their normal fees. He also said Assessor Paul Schulte is aware of his conversations with Clear Basin.

The Commission acknowledged that bids are being solicited now with specs prepared for the Courthouse doors project, the Courthouse interior painting job and the county’s bank depository; all are due to be opened on May 20. Treasurer Mike Feagan personally delivered the bid specs to each bank located in the county seat. He then went on to update Commission on sales tax received this morning; the good news now puts the county at over $29,000 ahead of one year ago same time. That good news translates to a significantly better General Revenue balance as he reviewed the monthly account balances for Commission. Owensville Mayor John Kamler was asked if the city was noticing similar good news and he agreed they were and also from his perspective of WalMart doing significant business as always. Owensville City Administrator Randy Blaske asked Treasurer Feagan about the status of the remaining CARES Act funds and what would be done with that; he explained the Commission was using a portion for the new handsfree water fountains and the new handsfree doors being built for the Courthouse. If any funds remain unspent by the county for the county, then Commission can award that to pending applicants. Treasurer Feagan said he will try to participate in a ZOOM meeting hosted by MRPC tomorrow on the county holiday for Harry Truman’s birthday, where they will discuss the new ARPA funds due to arrive in county bank account next week and hopefully provide at least a small amount of guidance as to the requirements.

Commissioner Lairmore thanked city officials for not only letting Commission meet here once a month, but also for participating in the meetings; Parks and Recreation Director Angela Lairmore took a moment to promote a project she has worked on, with financial support from local businesses, to show kids movies in the park on three evenings in the summer for free and handed out flyers to Commission and Clerk Lietzow.

Commission will be providing breakfast at the Health Fair Event next Tuesday at the Courthouse; approximately 40-45 employees and officials are expected to participate in the mornings activities, including biometric screening, health evaluation, vendor tables with free items and items to raffle, health and dental insurance open enrollment, Colonial Life and Accident Insurance representative providing information, discussion regarding HSA and proper usage and investing of funds, and fitness source representative.

REPORT OF FEES

Commission reviewed monthly reports of collections for April 2021 from Lesa Lietzow, County Clerk in the amount of $12; also Scott Eiler, Sheriff for the same month in the amounts of $1755.66 civil fee fund and $380 DSSSF. Lastly, from Shawn Schlottach, Collector for the same month in the amount of $108,101.49.

REPORT OF FEES

Commission reviews report of fees for April 2021 , from Pamela R. Greunke, Circuit Clerk and Recorder of Deeds for Divisions 1, 2 and 4 in the following amounts:

DELINQUENCY IN PAYMENT OF LOCAL SALES TAX

The following two businesses have had their sales tax licenses revoked due to non payment by Missouri Department of Revenue: Creative Photo Inc. for a special event and Lovecrafts Inc. with locations at 109 W. 4th St., Hermann, 1456 Hwy. J, Hermann, and 1990 Hwy. 50, Owensville.
