Hermann woman charged with abuse of her 2-year-old child

OSAGE COUNTY  — Mandi M. Lotshaw, 19, of Hermann, faces a Class D felony charge of abuse or neglect of a child following an incident alleged to have occurred on March 6 in Osage County.

According to Cpl. Dennis Sutton’s probable cause statement, Shanks knowingly struck the 2-year-old child in the head, inflicting physical pain and abuse.

Sutton was contacted by a children’s division investigator regarding a hotline call. “The investigator sent a video to my department email regarding the incident,” said Sutton, who watched it at the sheriff’s office. “While watching the video, I observed a female identified as the defendant strike the child in the head with what appeared to be a notebook of some sort,” Sutton wrote, confirming as well that the defendant then picked up and threw the child onto a piece of furniture. “During this time, the defendant was yelling at and berating the victim while the victim was crying.”

Sutton also noted that a witness to the abuse indicated Lotshaw would consume marijuana in front of the child and blow second-hand smoke into the child’s face. While on the scene, Sutton observed a marijuana pipe on the kitchen table in plain view and within reach of the child.

Due to the abuse Sutton observed on video, the child was placed in protective custody with the children’s division.

In his PC statement, Sutton told the court that Lotshaw has a pending charge in Gasconade County for felony child abuse or neglect. She was recorded striking the child in the head with an object and throwing the child on a piece of furniture while screaming at the child.

Lotshaw is being held at the Osage County Detention Center on a no-bond warrant.
