Jeffrey Robert Higgins of Morrison was charged March 10 in Gasconade County with the unclassified felony alleging failure to register as a sex offender as a third offense.
According to the probable cause statement submitted by the Gasconade County Sheriff’s Office (GCSO), during a follow-up check on Higgins at his last known address on file, the homeowner notified the officer Higgins had not lived at the residence since late June or early July of 2025 and thought he may be in Jefferson City. GCSO reported that Higgins last checked in with the department on June 17 and was required to re-register by Sept. 16 and failed to do so or contact the sheriff’s office.
He was considered non-compliant with sex offender registration requirements as of the Oct. 10, 2025, report as his whereabouts were unknown. Higgins reportedly has a lengthy criminal history including prior convictions for assault, failure to appear and six previous convictions for failure to register as a sex offender. He was also listed as being on parole for a prior offense of failing to register as a sex offender.
GCSO requested a warrant for Higgins’ arrest, noting his continued pattern of non-compliance, repeated registration violations and history of eluding law enforcement and stating their belief that he poses a potential risk to public safety.
A warrant was issued March 11 with bond set at $25,000 cash or surety.
