OWENSVILLE — An Owensville man is jailed with a $100,000 cash-only bond set after a forensic investigation of his cellular telephone revealed 13 images of alleged child sexual abuse material (CSAM).
Owensville police began their investigation July 26 into Wilbur Lee Krumrey, 61, when a woman accompanied her brother to the police station to report an assault. The woman advised police she had seen images of child pornography on Krumrey’s cellular device ranging from 10 months old to adult females.
Krumrey was arrested on the assault allegations and police asked for, and received, permission to examine his phone. According to the probable cause statement filed as the application for felony charges, Krumrey consented and police discovered “photographs that appeared to depict minors in a sexualized manner,” according to the PC statement filed by Tanner Brandon, a patrolman for the Owensville Police Department. Brandon also located internet browser search history that was “sexual in nature and related to children.”
Krumrey was released from custody and police applied for, and received a warrant to conduct a forensic examination of the device which was granted on July 30. Police on Aug. 10 allegedly located 13 images during the examination which included Google Chrome cache records.
Krumrey was located and arrested Aug. 13 on a 13-count felony warrant from the Gasconade County Circuit Court alleging the class D felony possession of child pornography as a first offense. His home address in the 200 block of South Third Street in Owensville is within 500 feet of two city parks and within 1,000 of another, the sheriff’s office noted when Krumrey was taken into custody.
Krumrey is reportedly homeless but has been staying at the South Third Street residence which is near parks where children are frequently present.
According to the police report filed by Brandon, the images depicted children of toddler age up to 18 in various states of nudity and poses. At least one image involved a young boy. Several appeared to have an adult present and participating in sex acts with the children, according to the report.
As of Monday, no court hearings for Krumrey were scheduled.
“I would like to commend the officers who investigated this case and thank them for their hard work and commitment to the safety of our community,” said Owensville City Marshal Scott Griffith in a release. “As with any criminal case, all defendants are presumed innocent until proven guilty in a court of law.”
