HERMANN —Three additional felony sex crime charges were filed Feb. 10 against Hermann resident and registered sex offender Rand O. Bannister, 51, who was charged with seven other felony sex crime charges less than one week prior.
The new charges include two counts of second-degree child molestation with the child between the ages of four and 17, a class B felony, and one class E felony charge of incest, all relating to an alleged incident May 1, 2025.
He was charged Feb. 4 with four counts of the class D felony alleging sodomy in the second degree and three counts of the class E felony of incest.
In all 10 charges, he is accused of sexual crimes against his stepdaughter.
According to the probable cause statement filed by the Gasconade County Sheriff’s Office (GCSO), the new charges stem from a review of a recorded forensic interview of a juvenile female victim conducted by the Douglas County Sheriff’s Office Jan. 19 in Nevada, Mo.
GCSO advised that Bannister’s stepdaughter stated in the interview that he engaged in repeated sexual abuse of her from approximately age 7 through 16 with incidents occurring in multiple jurisdictions.
Claims against Bannister include that he threatened the child from a young age that if she ever disclosed the abuse, she would be taken away and not see her mother again, which the victim stated contributed to delayed disclosure.
Bannister is slated to appear today (Wednesday, Feb. 18) at 9 a.m. for a bond review hearing on the three new charges in Gasconade County Division IV with Judge Ada Brehe-Krueger presiding. He is also scheduled for a preliminary hearing at the same time for the other seven charges with the determination of no bond remaining set as of Monday, Feb. 11, at his last bond-review hearing.
He is currently being held at Franklin County Jail.
Bannister’s criminal history revealed his status as a felon convicted for sexual offenses and on the Missouri sex offender registry. He is a tier level 3 offender and has an original offense listed of second-degree statutory rape with a date of April 22, 1999, in Auxvasse, Mo. Bannister was 24-years-old and the victim was a 15-year-old female. He was sentenced to five years in Missouri Department of Corrections (DOC) beginning April 17, 2000.
