Hermann resident Rand O. Bannister, 51, faces seven felony sex crime charges as filed in Gasconade County Wednesday, Feb. 4.

He is charged with four counts of the class D felony alleging sodomy in the second degree, and three counts of the class E felony of incest following a report made Jan. 20.

According to the probable cause statement by the Gasconade County Sheriff’s Office (GCSO), Bannister’s stepdaughter has accused him of committing sexual offenses against her dating back to June 2022.

GCSO reported the victim claimed repeated offenses took place in the bathroom of her current home, accusing Bannister of touching her inappropriately and making forced, non-consensual sexual contact with her after she exited the shower. According to GCSO, she also additionally reported that the most severe incident occurred at the residence in April 2023 when she was 20 years old, accusing Bannister of sexually assaulting her with an object of a sexual nature.

A search warrant was executed on Bannister’s residence by GCSO Feb. 3 at approximately 5 p.m. with multiple phones, tablets, laptops and sexual devices seized.

Bannister’s criminal history revealed his status as a felon convicted for sexual offenses and on the Missouri sex offender registry. He is a tier level 3 offender and has an original offense listed of second-degree statutory rape with a date of April 22, 1999, in Auxvasse, Mo. Bannister was 24-years-old and the victim was a 15-year-old female. He was sentenced to five years in Missouri Department of Corrections (DOC) beginning April 17, 2000.

Bannister was scheduled to appear in court this morning (Wednesday) for a bond review hearing. He had been jailed in Franklin County without bond.
