OWENSVILLE —Jorge Cuenca of Sioux Falls, South Dakota, has been arrested and charged with two felony sex crimes stemming from an alleged sexual encounter with an Owensville youth, which authorities say followed weeks of communication on Snapchat.

Last Monday, the Owensville Police Department (OPD) launched an investigation into a mother’s report of sexual assault on their 14-year-old daughter the same day within city limits. The following day, OPD sought the public’s assistance in identifying the suspect via photos shared on Facebook.

In the photos, Cuenca, 26, was seen in an aisle of and exiting Walmart. According to the probable cause statement, the surveillance footage showed Cuenca arriving at the store in a white Lincoln Continental, walking into the store and purchasing the emergency contraceptive pill Plan B. OPD Officer David Mabe who led the investigation discovered the purchase was made with an electronic debit card linked to Cuenca’s name.

Per the statement, the victim reported having sexual intercourse with and providing oral sexual intercourse to Cuenca at her residence before he went to Walmart to purchase the contraceptive and returned to give it to her.

Reportedly, Cuenca and the victim had chatted a “large volume” prior to the date of the alleged assault and had sent a photograph of his genitals.

A warrant was requested due to the officer’s belief that Cuenca was attempting to flee the state of Missouri after the alleged crime was committed. The officer noted that the victim reported advising Cuenca she was “involved in a rape report.”

The warrant was issued Monday and Kansas State Highway Patrol apprehended Cuenca the same day driving westbound on I-70 after the vehicle he was driving was picked up on an FLOCK automated license plate reader camera.

He was taken into custody on the class D second-degree felony charges of statutory rape and statutory sodomy with bond set at $100,000 cash only and conditions of no contact with the victim.

As of Tuesday, he was being housed at Saline County Jail in Kansas pending a court hearing. The Gasconade County Sheriff’s Office, which is handling extradition, did not respond to The Republican’s request for information regarding any planned transport.
