Speer charged with DWI, resisting arrest, other misdemeanors

Jacob Allen Speer of Owensville was charged March 25 with four misdemeanors and one infraction following a traffic stop conducted Nov. 3, 2025.

Speer’s charges include the class A misdemeanor resisting or interfering with an arrest, detention or stop and fourth degree assault (special victim), the class B misdemeanor driving while intoxicated (DWI), the class D misdemeanor driving while revoked or suspended, first offense, and the infraction of knowingly failing to equip a motor vehicle with two approved red tail lamps.

According to the probable cause statement by the Owensville Police Department (OPD), a traffic stop was conducted at approximately 12:48 a.m. on a red 2010 Chevrolet truck for a taillight violation and reckless driving. OPD reports that the Speer ran a stop sign and jumped over a curb or sidewalk in the vehicle and when contact was attempted, drove away from the traffic stop before stopping approximately 100 feet later. The officer stated that during contact with Speer, they could smell a strong odor of alcohol and located at least eight empty airplane shots of Fireball whiskey within the truck.

Speer reportedly was incoherent and confused, had slurred speech and bloodshot, watery, glassy eyes, was staggering, stumbling and walking with uncertainty, uncooperative and not compliant.

The officer indicated that Speer initially refused a field sobriety test, but later agreed and four clues of nystagmus were identified. Speer also allegedly agreed to provide a breath sample but despite receiving instructions multiple times, “refused to follow instructions” resulting in one incomplete sample and one invalid sample at the OPD station.

The officer reported being unable to find anyone who could come pick Speer up, so they made arrangements to put him on a 12-hour safe keeping hold at Maries County Jail.

Speer is accused of physically resisting arrest and attempting to head butt one officer and kicking him in his groin and kicking the other officer in his right shin before being pepper-sprayed and transported to the jail.

OPD reports Speer had a suspended driver’s license and prior charges of crimes of a violent nature including a guilty plea of domestic violence in November 2024.
